You will be an Information Technology Specialist (APPSW/OS) serving as the senior engineer for applications and systems in support of projects and tasks assigned to the Systems Operations Divsion (N62) of NAVAL OCEANOGRAPHY OPERATIONS COMMAND.
Duties
You will use established processes to define and decompose requirements and integrate, verify, and validate the delivered system.
You will develop, design, allocate, and manage user and system level requirements.
You will plan system integration activities, verify subsystem and system components, ensure systems meets user defined requirements, and plan for operations and maintenance.
You will serve as the Task Contracting Officer’s Representative to assist in monitoring contract performance.
You will conduct requirements analyses for development efforts.
You will review requirements analyses to ensure that incomplete, ambiguous, or contradictory requirements are identified and clarified.
You will code applications or software programs based on defined requirements.
You will serve as the Task Contracting Officer’s Representative to assist in monitoring contract performance.
You will develop documentation to acquire contract support for systems and software engineering projects.
You will lead and work as part of a team to plan and define scope of work for IT projects in support of the NAVOCEANOPSCOM and subordinate commands mission.
You will coach project teams in the agile methodology and cross-functionality to help the team focus on high-value increments.
You will assist project managers in removing impediments to progress and brief leadership when the team cannot overcome issues and challenges.
You will facilitate stakeholder collaboration to establish clear and concise sprint planning and backlog grooming to effectively accomplish project increments.
You will lead, train, and coach department personnel in agile/scrum methodologies.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position is designated as a Workforce position in specialty areas 632 (primary), 451 (secondary), and 632 (tertiary) and as a condition of employment, incumbents of the position are required to comply with Program requirements SECNAV M-5239.2.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in interpreting METOC operational requirements to identify and engineer Information Technology capabilities.
Mastery of and skill in applying IT principles involving systems and software engineering to integrate IT capabilities to meet METOC operational requirements.
Experience and knowledge of Agile methodologies to conduct systems and software engineering projects.
Experience and skill in establishing partnerships with METOC and other Navy commands to support or advance IT capabilities.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
