The Program Analyst position is located within the Social Work Services at the Stratton VA Medical Center in Albany, NY. The Incumbent is responsible for overall program management of all fund control points for the Homeless Program, CWT, and Albany Whole Health. The position provides oversight of the Albany Own The Moment program and Prevention Management of Disruptive Behavior Coordinator duties.
Duties
The major duties and responsibilities include but are not limited to:
Provides personnel management and administration for the program with varied functions and activities with new changing requirements;
Coordinates administrative review of clinical privileges for physicians and staff in compliance with Credentialing and Privileging;
Prepares and maintains all submissions and administrative documentation related to human subject research associated with quality improvement, program evaluation, and research functions of a national program in order to evaluate new initiatives and progress toward program goals;
Responsible for data collection, validation, interpretation, analysis, and reporting;
Researches, interprets and analyzes health care policies, directives, regulations, etc.
Determines the impact on Service operations, functions, funding, staffing levels, and resources;
Participates in various planning, financial and operational committees and boards;
Extracts data using a variety of software packages and data sources, and applies analytical techniques to develop recommendations for process improvement; and
Performs other related duties as required.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating the collection and prioritizing of critical Information; developing and processing administrative documents, researching and developing resource material, inputting and extracting data for analytical studies in relation to plans, policies and standard procedures; demonstrating knowledge of healthcare systems. Ability to make oral and written reports; Ability to develop and conduct briefings and presentations. Knowledge of the VHA clinical funding process with the ability to successfully interact with a variety of program officials in budgetary matters affecting clinical programming. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree that is related to this position OR LL.M., if related. NOTE: Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. An equivalent combination of specialized experience and graduate education as described above may be used to fully meet the requirements of this position. NOTE: Only graduate education in excess of the first 18 semester hours is creditable toward meeting the requirements when combining education and experience. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
