Duties

WHAT IS THE WI - WAGE AND INVESTMENT DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Media and Publications, Publishing, Electronic Compsition. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs the basic functions necessary to service a limited range of printing and publishing requirements of specifically assigned customer base with the assistance of a higher graded specialist or the first line manager. Serves as a point of contact in the Division on predetermined technical aspects of satisfying printing and publishing requirements. Participates/assists in meetings with program officials to identify needs, establishes guidelines, develops schedules, and assists in work-planning and program coordination. Assists in performing an in-depth analysis of each request to fulfill the basic responsibility for understanding the use, application, function and need of the proposed item and, when appropriate, makes alternate proposals in relation to any aspect of the project. Assists in apprising customers of current Multimedia capabilities. Conducts periodic planning meetings, analyzes requirements, develops distribution patterns, and establishes stocking points for new publications, forms, and other printed matter originated in the National Office, with on-the-job training. Makes determinations based on independent analysis; utilizes statistics and other information from a variety of sources. Assists in posting appropriate products to the core repository. Prepares a variety of procurement documents, ranging from simple requisitions for products valued at less than $100 to complex requisitions and purchase orders for items costing more than $100,000 with on-the-job training. Prepares statements of work to accurately describe requested services for non-term contract jobs. Updates all established program and management information systems, electronic and/or paper. When required, assists higher-graded specialist on inspection trips to insure that the contractor awarded the bid has adequate production facilities to produce a quality product in a timely manner. Assists in conducting quality assurance visits to contractor facilities across the country with authority to make recommendations

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-07: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. .In addition to the above, you must have experience with electronic composition methods (including but not limited to HTML (Hypertext Markup Language), XML (Extensible Markup Language), and JavaScript); Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions . OR EDUCATION: You may substitute education for specialized experience as follows: One (1) year of graduate level education at an accredited college or university in a field of study such as journalism, business administration, commerce, accounting, printing, or printing engineering, graphic or commercial art, industrial engineering, or economics. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study,. a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. SPECIALIZED EXPERIENCE GS-09: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. OR Two (2) full years of progressively higher-level graduate education leading to a field of study such as journalism, business administration, commerce, accounting, printing, or printing engineering, graphic or commercial art, industrial engineering, or economics. OR PhD. LL.B. or J.D., if related. SPECIALIZED EXPERIENCE GS-11:

OR EDUCATION:
  • You may substitute education for specialized experience as follows:Ph.D. or equivalent doctoral degree in a field of study such as journalism, business administration, commerce, accounting, printing, or printing engineering, graphic or commercial art, industrial engineering, or economics.
OR
  • Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study such as journalism, business administration, commerce, accounting, printing, or printing engineering, graphic or commercial art, industrial engineering, or economics.
OR
  • LL.M., if related.

SPECIALIZED EXPERIENCE GS-12: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Examples of qualifying specialized experience include:
  • Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
  • Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
  • Managing a printing plant that produces printing either for the government or private industry customers.
  • Performing production control work in a large printing plant.
  • Serving as a sales representative for a wide variety of printing equipment.
  • Analyzing the price and cost of preparation and production of printing.
  • Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
  • Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.

  • Printing processes and equipment and their capabilities, limitations and applicable uses; Industry-wide product design standards, publishing standards, electronic and digital publishing systems, including source file management, standard file formats, markup languages, concept and use of a core repository, and electronic composition and delivery to prepare a variety of procurement documents;
  • Program and product management principles, distribution methods, federal budget process, forecasting production scheduling and estimating to perform program and product planning and printing activities; Experience with the requirements and limitations of the various contracts issued by the Government Publishing Office (GPO).
