This position is located in Hawaii Volcanoes National Park, in the Interpretation and Education Division.

Duties
MAJOR DUTIES:
1. Serve as a principal assistant to a higher graded employee, providing technical budget and accounting assistance; consolidate budget estimates form program manager, and organize budget data according to account, object, class, and program activity; prepare forms and documents required to transmit annual and future year budget requests to higher-level officials; and research accounting problems and ensure corrections.
2. Provide technical assistance to others in formulating and executing current year operating programs; prepare recurring and special summary reports on specific areas of the budget as requested by the supervisor; maintain and update annual operating programs; adjust programmed amounts to reflect changes in approved funding by applying standard percentage adjustments; funding is programmed to reflect requirements needed to accomplish the work; and reconcile accounting activity with monthly financial reports.
3. Review new and revised guidelines and directives and ensure information is disseminated to responsible personnel; and assist in drafting procedural instructions and guidelines.
4. Provide technical expertise and training to personnel in accounts receivable, accounts payable, reimbursements, voucher preparations and examination, and preparation of financial reports; and conduct or review fee audit results.
Duties will be developmental in nature when filled below the full performance level.
ICTAP/CTAP Clearance - Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Qualifications
All qualifications must be met by the closing date of this announcement-01/28/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: learning to assist with gathering, extracting, reviewing and consolidating information and statistical data needed in the formulation of budget requests; learning to compare actual obligations and expenditures to scheduled obligations and expenditures; learning to prepare budget estimates and review of justifications for the budget program; learning to assist budget staff in preparing for budget information meetings; and/or obtaining reports from various budget information systems for use by higher graded employees. You must include hours per week worked.

EDUCATION: Successful completion of at least 4 years of education above high school level in any field for which high school graduation or the equivalent is the normal prerequisite at an accredited business, secretarial or technical school, junior college or university. NOTE: One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. You must include a copy of your transcripts to receive credit for education claimed towards this requirement.

Successful completion of a combination of education and experience as described above. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. To combine education and experience, first take the number of semester hours earned beyond the second year and divide by 60, or the number of quarter hours earned beyond the second year and divide by 90. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) performing clerical/technical work in direct support of budget administration; 2) assisting in final funding allocations; 3) preparing budget date showing net funding operating budget; 4) reconciling actual expenses against planned projections; and 5) adjusting budget to cover approved spending authorizations. You must include hours per week worked.
To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) providing technical assistance in formulating operating budgets of assigned programs; 2) evaluating the effects of program plans and/or budget revisions and recommending changes to appropriated funds; and 3) provide training and/or technical advice to personnel in accounts receivables. You must include hours per week worked.

Time in Grade Requirements
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
