Duties

The Deputy Chief Information Officer for Infrastructure and Operations is responsible for overseeing the management, operations, and maintenance of FEMA information systems, networks, information technology (IT) performance, and lifecycle change request coordination and implementation.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below. TECHNICAL QUALIFICATIONS – MANDATORY 1. Expert knowledge and demonstrated leadership of enterprise-wide information technology (IT) systems in a large, complex organization, to include IT Budget and investment management; network and major IT application design and development; IT project and product management; network and systems operation and maintenance; enterprise hosting, including cloud Software as a Service, Platform as a Service, and Infrastructure as a Service capabilities; and information system security and assurance, as well as the ability to perform resource analysis, data validation, monitoring/observability, and information delivery for complex environments. 2. Expertise in program/project/product and technology business management principles, techniques, and practices to effectively manage the achievement of goals, objectives, and outcomes. Experience modernizing enterprise operational environments through automation, ensuring conformance with legislative and other regulatory requirements to ensure effective management, performance monitoring, capacity planning, and utilization of IT resources within a large, complex organization. Knowledge of capital investment analysis or business case analysis and development, including return on investment analysis; and providing expert advice on analysis of alternatives and risk analysis in steady-state and operationally active environments. Experience leveraging objectives and key results (OKRs), key performance indicators (KPIs), or similar vehicles to hold themselves and their organization responsible for outcomes. Proven leadership by working through managers and team leads to build teams, drive performance, leverage diversity, coach others, and plan succession. 3. Extensive executive engagement in working cooperatively with internal and external leadership, partners, and stakeholders, with diverse and varied interests and viewpoints to achieve buy-in on strategic goals and objectives, make recommendations for significant program improvements, evaluate trends and their effects on the organization’s mission and strategic vision, and execute the strategic plan. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); but a narrative statement for each of the Technical Qualifications (TQs) is recommended. EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQ 1: LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
