As a Management and Program Analyst within the Office of Technology, Policy, and Strategy (OTPS), you will provide NASA's senior leadership with independent, data-driven analyses to inform the most consequential decisions about NASA's future. Working as part of a diverse team with multidisciplinary expertise, you will provide NASA leadership with analytic, strategic, and decisional insights in the form of quick-turn analyses, memos, and reports, and conduct related activities.

Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Serve as study lead for independent analyses and related activities on a wide range of emerging policy, economics, and technology topics that are aligned to one or more of the Office's focus areas. Develop analysis plans and document them through terms of reference and statements of work. Manage resources required to complete work on schedule and in accordance with established processes and best practices. Engage with Office of Technology, Policy, and Strategy (OTPS) leadership, analysis participants, subject matter experts, and key stakeholders throughout the study period and brief NASA leadership and other interested parties on the results. Participate in interagency and/or international working groups. Support capacity-building activities to strengthen NASA's capabilities in policy or economics. Maintain a deep knowledge of and network in the broader space sector and NASA's place in it. Promote relationship-building with internal and external stakeholder groups through transparency and routine communications with stakeholder communities. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Performing data analysis and conducting studies and/or historical trend analyses to solve operational and strategical challenges; Working across broad stakeholders groups on associated projects for the organization; Engaging with senior leadership on emerging space policy, economics, or technology issues. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Conducting analyses in the areas of space policy, economics, or technology to improve the efficiency of the organization; Working across Federal and national agencies and other stakeholders groups to further national objectives; Providing advice and counsel to senior leadership on emerging space policy, economics, or technology issues.
