This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the Directorate of Emergency Services at the US Army Garrison Carlisle Barracks in Carlisle, PA.

Duties

Patrol installation to ensure safety/security of human lives and property. Arrest persons committing or suspected of committing crimes on the installation. Investigate circumstances where a criminal threat may exist. Promote traffic safety by issuing warnings and citations. Prepare written reports of case findings.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must attend the US Army Military Police School Civilian Police Academy and Successfully Graduate within 12 months of hire date; unless incumbent has a current approved waiver/exception from the Office of the Provost Marshal General, IAW AR 190-56.
  • Required to successfully complete the Police Officer Field Training Program within 12 months and maintain certification.
  • Successfully pass training, certification and qualification requirements including but not limited to) weapons qualifications, first aid/CPR and National Incident Management Systems (NIMS) Training
  • Must successfully meet the requirements of AR 190-56.
  • Must successfully pass a pre-employment and recurring medical/psychiatric evaluation.
  • Must pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Must comply with and maintain the requirements of the Individual Reliability Program (IRP) IAW AR 190-56.
  • Pre-employment and Random Drug Testing is required.
  • Pre-employment and annual physical examination is required.
  • This position is designated mission essential.
  • Must work rotating shifts to include evenings, nights, weekends and holidays. Overtime may be required, including recall for emergency overtime.
  • Must possess or be able to obtain and maintain, a valid state driver’s license.
  • Must obtain and maintain a Secret Security Clearance.
  • Official Temporary Duty (TDY) up to 10% of the time may be required.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Incumbent is subject to removal from the position if convicted of a felony in accordance with Section 639 of P.L. 106-554 effective January 20, 2001.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position requires the employee to use personal protective equipment provided by the employer.

The definition of specialized experience is typical of work performed equivalent to the next lower grade/position in Federal Service (GS-05). GS-07: One year of experience which includes experience applying laws and regulations to law enforcement operations, practices and techniques and involved responsibility for maintaining order and protecting life and property. Assisting with law enforcement preliminary investigations. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments or in performing criminal investigative duties. The definition of specialized experience is typical of work performed equivalent to the next lower grade/position in Federal Service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
