Duties

The primary responsibility of this position is to oversee and manage the following main portfolios:
Biomedical Laboratory Research and Development (BLR&D);
Rehabilitation Research and Development (RR&D);
Health Services Research and Development (HSR&D); and,
Clinical Science Research and Development (CSR&D).
The Grants Management Specialist will manage the R&D Grants Application Program and identify/analyze problems as they pertain to the management of new and active Federal Grants within the Enterprise Project Management Information System (ePROMISe), the Just-In-Time (JIT) System, and the eRA Commons System. Each grant manager will be assigned portfolios for which they are responsible for managing. The position provides expert analysis and advice on complex grant program and processing issues, analytical and organizational assistance, as well as advice and support in the recurring administrative processes within the R&D Program encompassing all campuses of the VABHS. Research projects typically extend over several years and cover development, testing, and production of complex systems, programs, or services. The position acts as a liaison between research and all other departments, collaborating on projects to address research and facility initiatives as well as serving as the administrator for the Conflict of Interest and Research Space Committees. The position will also be responsible for special projects such as training and protocol management, and performing related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
MINIMUM QUALIFICATIONS GS-12: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in Federal service. Specialized experience includes: identifying and developing ways to resolve problems that directly affect the accomplishment of principal program goals and objectives; serving as a liaison with scientists, scientific affiliates, and other external customers to clarify, interpret, and resolve issues pertaining to grants; and resolving problems that directly affect the accomplishment of principal program goals and objectives. This experience must be detailed in your resume to receive credit.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. No special physical demands although it may involve some walking, standing, bending, or carrying of light items such as binders, books, instructional materials, and thick files. Concentration and sustained performance under prolonged stress is required due to time factors involved and the nature of work. The position has a strong understanding of the requirements for entering research space including research laboratories, clinical research, and animal research unit. No special physical demands are required to perform the work. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles. The work area is adequately lighted, heated, and ventilated. The position may be required to wear protective gear when visiting scientific laboratory areas.
