The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Civil Engineer Squadron (CES), Requirements & Optimization Element.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Plans, organizes, and directs the activities of the Requirements and Optimization Element, ensuring that Patrick Air Force Base Requirements complies with legal and regulatory requirements and meets customer needs. Represents 45 Civil Engineer Squadron, Requirements and Optimization Element with a variety of installation and functional area organizations. Integrates and synchronizes Operations Flight work force for demand maintenance/customer service. Responsible for receiving, reviewing and processing all Civil Engineering work requirements and CE Enterprise IT data associated with operations management, warranty program management and investment planning. Manages/Executes Facility Manager Program. Develops training and maintains data in support of the installation Facility Manager (FM) program in accordance with Air Force Instruction 32-1001 and supplemental guidance. Supports the Unit Control Center (UCC) during exercise and real world situations.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential comprised employee must obtain and maintain the appropriate security clearance
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Facilities and Services Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include knowledge in asset management principles and practices as it applies to operations management; requirements and optimization activities; material procurement and service contracts activities; rules procedures, and operations applicable to real property management and financial management. Knowledge of civil engineering work force management, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of safety, security, and environmental standards, regulations and requirements and how to apply them. Knowledge of preparing Facility Manager (FM) program reference material and training presentation, and tracking training currency for all assigned FMs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Incumbent must have a strong background of supervisory and working experience in the Operations Management career field and a vast working knowledge as a Management Analyst or as an Industrial Engineering Technician. 2. Knowledge in asset management principles and practices as it applies to operations management; requirements and optimization activities; material procurement and service contracts activities; rules procedures, and operations applicable to real property management and financial management. 3. Knowledge of civil engineering work force management, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. 4. Knowledge of safety, security, and environmental standards, regulations and requirements and how to apply them. 5. Knowledge of preparing Facility Manager (FM) program reference material and training presentation, and tracking training currency for all assigned FMs. Must be thoroughly familiar with all aspects of how the various automated systems interface with Civil Engineering computer program systems and how they affect logistics and funds records. 6. Skill in collecting, organizing, analyzing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools (macros, formulas, pivots tables, charts) in order to portray trends, findings, visualizations and build effective presentations to support and drive decision making. Ability to communicate effectively both orally and in writing to brief supervisor, committees, and other groups; gather information; and prepare analyses of problems and reports. Ability to plan, organize, and re-prioritize work to meet changing deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
