This position serves as a Medical Technician in the Technical Support section of Pathology & Laboratory Service providing phlebotomy, specimen processing and testing services. This position is primarily responsible for phlebotomy of inpatients and/or outpatients at the Palo Alto, Menlo Park and Livermore Divisions and outlying Clinics. The position is located at the VA Medical Center in Palo Alto, CA.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The primary purpose of this position is to perform as a phlebotomist on human patients, as well as performing laboratory tests and examinations. Duties will include, but may not be limited to the following: Performs daily procurement of blood specimens including venipuncture, capillary finger sticks, bleeding times, and blood cultures from both inpatients and outpatients. Includes patient identification, specimen labeling, specimen handling, timely specimen transport. Gives instruction or question patients regarding fasting conditions for blood chemistries, previous medication, anticoagulant therapy for coagulation studies etc. Inspects, receives, and maintains phlebotomy supply inventory and ensures that phlebotomy stock rooms are in clean and orderly fashion. Processes specimens for the clinical laboratory sections as assigned (i.e., Blood Bank, Chemistry, Hematology, Immunology, Microbiology). Includes computer accessioning, centrifugation and plasma/serum separation of blood, specimen storage, slide preparation, culture set up, documentation of specimen status, etc. Determines tests to be performed, priority and timeliness, and whether any preprocessing of specimen is required to overcome specimen conditions such as lipemia, high white counts, hemolysis etc. Performs preventative maintenance, participates in proficiency testing and performs quality control procedures for these instruments and other procedures as assigned. Assists in training and teaching students and staff in phlebotomy/venipuncture and other laboratory techniques. Performs other related duties as assigned. Work Schedule: Full Time, Monday-Friday, 5:00am - 1:30pm, 7:00am - 3:30pm, 8:00am - 4:00pm, 9:00am - 5:30pm with rotating weekends and holidays. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. AND SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. The SPF for this position is: Experience performing phlebotomy on human patients. AND SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience includes: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successful completion of at least six months a graduate-level education, or an internship may be used to substitute for the required experience. Only education and/or internship directly related to this position is creditable. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of graduate-level education and related specialized experience may be used to meet total experience requirement. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analytical ReasoningClericalDiagnostic Medical TestingTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Employee must be capable of prolonged standing, frequent bending for venipuncture and occasional heavy lifting.
