Incumbent is responsible for all administrative program elements in the service and functions as primary point of contact with other administrative functions of the VA Portland Health Care System (VAPORHCS), Mental Health and Clinical Neurosciences Division, Community Reintegration Service (CRS) and Vocational Rehabilitation Service (VRS).
Duties
Duties include but not limited to:
Provides direct supervision of CRS administrative and analytical staff. Plans, develops, coordinates, and directs administrative management of all components of the homeless programs. This includes responsibility for the independent preparation of reports, management briefings, budget briefings, budget management/projection, funds control, cost accounting, position management, space allocation, equipment, service and materials acquisition and management, personnel administration and performance evaluation, and other reporting systems required of the programs.
Communicates and interacts with clinical staff on matters that include all program components and administrative consultation. Communicates and interacts with all service chiefs at VAPORHCS when appropriate. Responsible for providing the Chiefs of DCHV and HCHV with full information and specific recommendations concerning all administrative aspects of any issue of concern. Such recommendations must include an analysis of the situation and an understanding of the ramifications of various courses of action.
Responsible for the compliance with the administrative requirements developed by VA Portland Health Care System (VAPORHCS), Mental Health and Clinical Neurosciences Division, CRS and VRS, VACO and specific programs (i.e. DCHV, HCHV, CWT, Supported Employment, HUD-VASH, GPD, and ETH) to meet legal and regulatory requirement for procedures and documentation. Incumbent is responsible for ensuring that all the sections are in compliance with Joint Commission standards, CARF and the Quality Improvement and Utilization Review programs in VAPORHCS.
The incumbent independently acts as the contracting officer's representative for contractors providing security, parking, and contracted care for medically fragile homeless Veterans and oversees paying of bills for outside vendors. The incumbent must be sensitive to the clinical mission, requirements and role of the programs, and the VAPORHCS administrative needs consistent with that mission. The incumbent integrates all planning within the various programs with the homeless programs, VAPORHCS, and VA headquarters.
Work Schedule: Monday - Friday, varies between 7:00am and 5:00pm. Actual tour of duty to be discussed during the interview.

Qualifications
To qualify for this position, applicants must meet time-in-grade and specialized experience within 30 days of the closing date of this announcement 01/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your specialized experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to gather data and analyze issues affecting the efficiency, effectiveness, productivity or work quality;
Ability to develop solutions to problems affecting the workflow, work methods, or procedures;
Planning and organizing work sufficient to meet multiple demands and deadlines in an active/interactive environment;
Providing a full range of administrative support to the efficient and effective functions of the office;
Ability to communicate complex information to individuals from a variety of professional and academic backgrounds, both orally and in writing; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must:
have successfully completed a Ph.D, OR
have obtained an education equivalent to doctoral degree, OR
have 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPTS REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's degree to meet total experience requirements for the GS-11 level. To determine if you meet combination requirements, the total percentages of your qualifying experience and percentage of education required for the grade level must equal at least 100 percent. For example, an applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable beyond graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) (TRANSCRIPTS REQUIRED).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves a normal amount of sitting, walking, standing, carrying, etc. There is frequent use of a computer keyboard. Driving and transporting patients may be necessary on occasion. Travel will consist of visits to all services and sections of VAPORHCS, the housing programs in the community and to other agencies on occasion.
