This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

This Supervisory Social Worker (SSW) position is in the Homeless Section of Behavioral Health Service and functions as a clinical supervisor for the Housing and Urban Development-VA Supportive Housing (HUD-VASH) Program. The incumbent must have experience that demonstrates possession of advanced practice skills, judgment, and advanced professional competency and can expand clinical knowledge in the profession. The SSW may have certification or other post-master training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty. The SSW has at least 2 years of program management experience including experience providing expert subject matter consultation, and advanced knowledge in program planning/development, policy development, and personnel management. Functions, Duties, and Responsibilities: Provide leadership to oversee clinic processes for clinical consultation, assessment, treatment, care assignments, and care coordination. Provide clinical supervision for licensure or certification. Responsible to the Health Care for Homeless Veterans (HCHV) Program Supervisor for oversight and supervision of case managers and support personnel assigned to the HUD-VASH program. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and employee capabilities. Evaluate work performance of subordinates; motivate and lead subordinates; develop and communicate performance standards; assign performance ratings; approve awards; take performance-based corrective actions; and provide advice, counsel, or instruction to employees on both clinical and administrative matters. Interview candidates for positions in the HUD-VASH program; recommend appointments, promotions, or reassignment to such positions; hear and resolve complaints from subordinates, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager; counsel subordinates on behavior and initiate minor disciplinary measures such as warnings and reprimands, recommending other action in more serious cases. Use ADR mediation and understand and ensure compliance with Equal Employment Opportunity (EEO) requirements. Identify developmental training needs of employees, provide or arrange for needed development and training, and ensure employees complete mandatory training. Independently direct program planning, development, and operations, oversee caseload trends, and make necessary adjustments in consultation with the HCHV Supervisor and the Homeless Section Chief. Identify and develop needed changes to program procedures or policies, initiate such changes, and, with supervisory approval, oversee the implementation of these changes. Improve the professional skills of all direct reports; participate, plan, and execute staff development projects; attend seminars and institutes; and participate in training programs of other disciplines as requested. Provide clinical mental health treatment/case management for a caseload of homeless Veterans in the HUD-VASH program. Review agreements between Section 8, landlords, Public Housing Authorities, and the VA to establish appropriate referral sites for HUD-VASH placements. Perform on-site visits to HUD-VASH apartments to ensure Veterans reside in safe environments in compliance with local housing codes. Verify the Veteran's status, eligibility for VA medical care, and eligibility for program participation. Ensure homeless Veterans are considered as primary participants for program acceptance. Collect and submit HUD-VASH Program participant data as outlined by Northeast Performance Evaluation Center (NEPEC) evaluation procedures. Provide HUD-VASH case management. Case management is defined as the provision of services by VA clinical staff to homeless Veterans and includes all activities to provide appropriate treatment and maintain Veterans in HUD-approved stable housing. Coordinate care including serving as an advocate on behalf of the Veterans to ensure comprehensive service delivery and link and refer Veterans to the VA Medical Center, VA Regional Offices, and/or community agencies. Comply with criminal conflict of interest laws and Executive Branch Standards of Conduct to avoid conflicts of interest. Follow local policy and SOP for the Homeless Programs. This includes following policies and documentation requirements as required for CARF and Joint Commission accreditation. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. BASIC REQUIREMENTS 1. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. 2. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. 3. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
