Provides Human Resources (HR) advisory and program services to a bureau, bureau level equivalent office or a subdivision thereof. Work is performed in one or more of the following specialty areas: classification and position management, recruitment and placement, HR information systems, performance management, human resources development, benefits, employee relations, labor relations, and compensation.

Duties

Apply a variety of appointing authorities, regulations, and procedures to assist management in recruiting and selecting applicants for temporary and permanent employment under General Schedule and Wage Grade systems. Assist supervisors in developing job analysis assessment questions and rating guides to ensure best qualified candidates are referred. Review and approve personnel actions, assuring appropriate codes and remarks. Apply and advise managers and customers on standard pay setting regulations and policies. Explain human resources related information (e.g., staffing, classification, etc.) to supervisors, employees, and applicants. Coordinate activities relating to human resources policy and procedures. Make recommendations on human resources standard operating procedures and policy guidance. Respond to telephone and email inquiries from a wide range of customers in a prompt and courteous manner. Explain human resources processes and procedures to applicants, employees, and supervisors. Prepare standard letters which provide information to employees and/or applicants. Prepare and present human resources related information to others in a formal setting. Develop a working relationship with supervisors, managers, peers, or other areas within an organization.

All qualifications must be met by the closing date of this announcement-01/24/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SCREEN OUT: You must reside in the local commuting area Hot Springs, South Dakota (except for VEOA candidates) to be eligible for this position. Local commuting area means the geographic area that usually constitutes one area for employment purposes. It includes any population center (or two or more neighboring ones) and the surrounding localities in which people live and can reasonably be expected to travel back and forth daily to their usual employment. The local commuting area will extend to a 50-mile radius from the Department of Interior Regions -AND - To qualify you must possess at least one of the following minimum qualifications by close of the announcement: FOR GS-9 EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors.Specialized experience for this position includes performance of the full range of human resource duties in at least two of the following areas: staffing & recruitment (developing assessment questionnaires, drafting a job opportunity announcement, determining qualifications, and issuing a list of eligible to the Selecting Official in an automated system), position management, pay administration/compensation, and/or benefits. The work at this level should have included providing advisory services to supervisors and managers in the functional areas assigned. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in one or a combination of the following fields: human resources management, public administration, business administration, finance, personnel law, industrial management, quantitative methods, organization and management, or LL.B. or J.D, if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) For example, 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
