Duties

The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory Air Traffic Control (ATC) employees assigned to 12 OSS/OSAT. To supervise and direct ATC, terminal functions and dual simultaneous instrument landing system radar arrival functions in both control towers. To provide oversight for the use of resources including all manpower management and training activities for all employees. To supervise the accomplishment of work through the technical and administrative direction of others, including work assignment, work review, leave approval, performance standards, and rating recommendations and other common supervisory duties (such as work planning, identifying training needs of employees, etc.). Duties: Plans, organizes, and directs the activities of 12 OSS/OSAT assigned employees, ensuring that assigned controllers comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel responsibilities. Represents 12 OSS/OSAT with a variety of installation and functional area organizations. Directs aircraft movement, issues Tower ATC clearances and instructions, operates communications and display equipment, responds to emergency actions, and performs as controller-in-charge.   • The position is designated by the Air Force as a testing designated position (TDP) under the Air Force Civilian Drug Testing Program.
  • Subject to SAF approval, this position will be subject to the special retirement provision of 5 CFR 842.207 and Part 842m Subpart H. In addition, this position is covered under the Special Retirement Provision of Title 5 USC 8336(e) and 8412(c).
  • May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc. May be required to carry a pager/cell phone.
  • Must be able to obtain and maintain a Secret security clearance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to participate in contingency situations, real world and exercise, as directed.
  • Must meet and maintain medical standards to perform ATC duties.
  • Must complete all training requirements to obtain and maintain a multi-facility rating to include radar control or monitoring positions within one year of entering training.
  • Performs other related duties as assigned by the supervisor, to include special projects.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Air Traffic Control Series, 2152. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialized experience also requires the ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; skill to coordinate plans and actions with pilots and other controllers; and Judgment to select and take the safest and most effective course of action from among several available choices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Experience in applying complex ATC instructions, procedures, requirements, and policies related to a comprehensive body of FAA, USAF, and local air traffic laws, rules, and regulatory guidance. Ability to direct or conduct unbiased evaluations of multiple air traffic environments. 2. Ability to plan, organize and direct the functions of a medium sized organization. Must have experience as a supervisor of Control Tower Operators. Significant interpersonal and communicative skills, including the ability to communicate effectively orally and in writing. Possesses the ability to establish and maintain effective working relationships and the ability to negotiate effectively and professionally. 3. Ability to inspire, motivate and guide others toward goal accomplishment. Leadership ability, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness and respect for the individual by applying these values to daily behaviors. Skill in interpersonal relations. 4. Experience in an ATC facility similar in or greater than the complexity of the assigned facility. At least 10 years ATC supervisory experience (USAF 7-level/Crew Chief, Team Chief, or similar experience). Experience in the ATC career field within the last year. 5. Knowledge of Terminal ATC procedures, to include radar and tower procedures. Comprehensive knowledge of functional/operational limitations of ATC equipment and airfield lighting systems. Knowledge of weather phenomena and localized effects, to include the ability to provide appropriate reporting procedures as required. 6. Ability to make rapid and precise judgments in a real-time work situation, remain calm under conditions that are stressful, coordinate many different processes at once, adjust to rapid changes in the traffic pattern and tempo of work environment. Ability to act decisively in emergency situations. MAXIMUM ENTRY AGE: The maximum age for original entry into an identified ATC position is 36 years. An individual shall NOT be appointed or assigned to an ATC position if that appointment cannot be completed prior to the last day of the month in which the individual reaches his/her 36th birthday. Applicants over the age limit must meet re-entry or age waiver requirements in accordance with DoDI 1400.25-V331 dated 26 Jan 15, Department of Defense Civilian Personnel Manual, Subchapter 331, Civilian Air Traffic Controllers. Any individual who has reached the mandatory separation age (56) is NOT eligible for employment/reemployment as an ATC (5 U.S.C. 3323(a) (reference (b)). NOTE: ATCs have a mandatory separation age of 56. This position is covered as an Air Traffic Controller under 5 USC 2109. This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a), Mandatory Separation; 5 USC 8336(e), Immediate Retirement; 5 USC 8339(3) and 8415(d), Computation of annuity, and 8412(e). RE-ENTRY REQUIREMENTS: ATC Specialist in receipt of a refund, of retirement contributions for the years of service covered under special retirement, will not receive service credit towards the 20 years required to retire under special retirement coverage, unless the redeposit is paid in full prior to date of retirement. REQUIREMENTS: Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located. Applicants must possess or obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate, if appropriate. These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic. Medical Requirements: In general, air traffic control specialist applicants and employees must have the capacity to perform the essential functions of these positions without risk to themselves or others. The provision of sufficient information about physical capacity for employment requires that before appointment, applicants undergo appropriate pre-employment physical/medical evaluations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
