Duties

The Assistant Hospital Housekeeping Officer (AHHO), Environmental Management (EMS), serves as a full deputy to the Hospital Housekeeping Officer and is responsible for the planning, organization, staffing, controlling, evaluations and directing the environmental management functions of a total EMS operation of this 124 bed Health Care Facility with 35 bed Community Living Center, 14 Med/Surgical Intensive Care Unit beds, 24 in-patient medicine beds, 18 in-patient surgical beds, and 12 step-down unit beds. Duties of this position include but are not limited to: Performs designated administrative and supervisory functions to assist the Hospital Housekeeping Officer (HHO) in carrying out the responsibilities of their office Performs designated administrative and supervisory functions to assist the HHO in carrying out the responsibilities of their office Contribute in developing the service budget requirements in terms of personnel, equipment, and supplies, and in preparing justification for new materials, new equipment and staff needs Recommends to the HHO in the selection, training, promotion, and overall shaping of the program to fit the needs of the hospital and the changing concepts in hospital sanitation, responding effectively to major changes when and where they occur Exercise broad managerial knowledge and technical expertise within the various disciplines involving managing, administering, operating, and supporting services and programs related to sanitation and safety of the hospital Interpret local and agency policies and communicates policies for EMS consistent with local personnel Initiate personnel actions when appropriate which may have serious consequences to involved parties Delegate to subordinate supervisor and holds them accountable for the performance of their assigned duties Guide the preparation, revision, and monitoring of EMS budget estimates Evaluate budgetary and fiscal data for consistency with previous estimates and current levels of programs operations Assists the HHO in coordination of a complete program that includes but is not limited to the development and maintenance of standards for cleanliness and sanitation, methods, procedures, and necessary supplies Assists the HHO as the Linen Control Officer in the full cycle of linen management Assists the HHO in the development of a total integrated pest management plan Responsible for developing specifications, administering contract services and certifying that the work has been completed Serve as a member of the Infection Control Committee and responsible for recommending policies, procedures, and products relative to the infection control responsibilities of EMS Performs other duties as assigned Work Schedule: Monday - Friday 7:00 am to 3:30 pm Compressed/Flexible: Not Available Telework: Not available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: 1. Education Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR 2. Experience Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. AND Specialized Experience, GS-11: one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of effective communication skills, oral and written, for communicating with persons of diverse educational and professional background to motivate employees, knowledge of budget formulation, audit, trend analysis, utilization review and quality assurance techniques, knowledge of various analysis techniques including root causes analysis, cause and effect analysis, and failure mode and effect analysis as applied to the health care setting, skill in training, facilitating, and managing cross-disciplinary teams that are working on sensitive confidential matters and making decisions with large degrees of uncertainty, and skill to plan, organize, and direct team work and to negotiate effectively with management to accept and implement recommendations. Physical Requirements: Although many of the incumbent's duties are sedentary in nature, staff meetings, environmental rounds, conducting training sessions, inspections and supervisory duties require walking, climbing, stooping, kneeling, crawling and reaching.
