The incumbent serves as Policy Analyst within VHA Office of Finance, Payment Operations and is organizationally aligned under the Supervisory Internal Control Specialist. The incumbent serves as a Payment Operations representative in the field and is responsible for identifying issues or policy areas to explore, collecting, and analyzing information, then reporting findings and proposing new policies for addressing problems.

Duties

Major Duties: Serve as a Policy Analyst within the VHA Office of Finance, Payment Operations. Provide Payment Operations with data required for planning, policy, and operating decisions. Prepare a variety of analytical reports, memoranda, and written materials on public policy issues within the healthcare profession to support Payment Operations decision making. Assist staff with the consideration of legislative issues by providing information and analysis and applying professional subject-area knowledge. Interpret the laws, regulations, policies, and guidelines governing the health care delivery system and relate to the working situation. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-7 Specialized Experience: You may qualify based on your experience or education as described below: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Analyst, GS-07 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-5 level in Federal service to qualify at the GS-07. Examples of specialized experience include: 1) Conducts regular reviews to assess VHA effectiveness and compliance with legal and regulatory provisions and the achievement of VHA organizational objectives. 2) Participates in the development of VHA policy, including the creation of directives, regulations, and operational handbooks. 3) Ensures VHA programs are administered efficiently, cost-effectively, and in compliance with appropriate regulations and laws OR; GS-07 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): You must possess 1 full year of graduate level education from an accredited college or university which demonstrates the knowledge, skills, and abilities necessary to do the work if related, One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
