This position is located with in the Fiscal Operations at the Bath VA Medical Center in Bath, NY. The purpose of this position is receiving, controlling, monitoring, validating, recording, analyzing, and reporting on accounting transactions that affect the assets, cost, liabilities, revenue, and proprietary accounts of programs serviced. Performs clerical, assistant, or technician level work in support of a budget, accounting, auditing, payroll, fiscal, and/or financial management function.

Duties

Duties include but are limited to: Examines and maintains accounts and accounting data Analyzes, codes, and processes all types of accounting transactions involving various types of funds ensuring the accuracy and completeness of information provided in accordance with regulatory requirements. Maintains the accounting records to assure that the computer output subsidiary ledgers, registers, and general ledgers show the correct accumulation of data. Reviews a variety of printouts to verify the accuracy of accounting designations and effect on information input to the system. Balances and reconciles reports, statements, summaries, and trial balances with supporting accounting data on a daily/weekly/monthly/yearly basis constituting a complete reconciliation. Reviews purchase orders, contracts, travel orders, and other claims against obligated funds and enters data into accounting systems, correct invalid/incorrect entries, and prepare trial balances to check the status of accounts. Verify contract payment provisions and reviews files for accuracy and compatibility with the various accounting systems used and receive, extract, record, and balance data for assigned accounts in automated systems. Monitors accounts and sub-account balances. Review postings to ensure accuracy and recommend appropriate corrective action. Reconciles and reviews all transaction accounting classifications to ensure they were input properly into the various accounting systems. Notes discrepancies and follows up to clarify and correct. Verifies input to computer to close accounts and provide financial statements by abstracting data from a variety of source documents. Analyzes information from these sources to determine its impact on the report as this reflects in various accounts. Submits required reports after verifying data on printouts. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using accounting terminology and account codes relating to an automated system; balancing and reconciling accounts and records; collecting and compiling accounting data to prepare reports; preparing status of funds reports; performing monthly reconciliations/adjustments of accounts payable and accounts receivable; entering accounting transactions into an automated data management system; processing and verifying invoices; replenishing petty cash funds; and working from a variety of accounting documents and/or systems. You will be rated on the following Competencies for this position: AccountingAnalytical ThinkingCommunicationTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary.
