This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. Under this authority, competitive rating/ranking and veteran's preference procedures do not apply. About the Position: This position installs, troubleshoots, repairs, and maintains large systems for air conditioning functions.

Duties

Perform installation, maintenance, troubleshooting, repair, and calibration of electrical control systems for heating, air conditioning, and refrigerant equipment. Interpret sketches, diagrams, blueprints, electrical schematics, formulas, and programming for a building automation operation system. Plan, design, install, troubleshoot, and repair heating, ventilation, air conditioning and refrigeration equipment and exhaust systems. Perform mechanical repairs to items, such as pumps, compressors, and chillers. Calibrate transmitters, thermostats, and other pneumatic electric controls.

  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires you to possess Environmental Protection Agency certification types 1 and 2 or a Universal certification.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e.., start date).
  • Selectee’s inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Air Conditioning Equipment Mechanic (Electrician) ~ without more than normal supervision. Must possess the ability to perform common tasks including performing the installation, operation, repair, and maintenance of the refrigeration and air conditioning trade; and installing, troubleshooting, performing preventative maintenance, and repairing heating, ventilation, and air conditioning (HVAC) and Refrigeration equipment and controls. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Efforts: Work assignments will include frequently carrying and setting up parts and equipment that weigh up to 50 pounds. Hoists, holders, and pulleys are operated when removing units such as large compressors, condensers, and chillers. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two person lift limit is 100 pounds and will only be used for single event, non-routine lifts. Make repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places. Work requires working in tiring and uncomfortable positions, and stooping, stretching, bending, and kneeling for long periods of time. Work Conditions: This position is exposed to injury from moving objects, sharp edge and falling from high places. There is a hazard of electrical shock. Occasionally must work in explosive production areas where there is a danger of fires and explosions; and occasionally is exposed to toxic fumes in production areas and phosgene gas. Face masks and protective clothing may be occasionally worn when there is a possibility of exposure to toxic refrigerants. Works outdoors in all types of weather conditions, indoors, on top of tall buildings, in drafty attic spaces and in cramped areas with low overheads under uncomfortable conditions, such as: temperature extremes, dust, noise, vibrations, grease, poor illumination, poor ventilation, unpleasant odors and dampness.
