About the Position: This position is with the Watervliet Arsenal Industrial Operations & Production Directorate Office of the Director. The GS 11 position title is Master Scheduler and the GS 12 position title is Lead Master Scheduler.

Duties

Forecasts, monitors, and expedites workload needed to support anticipated and unanticipated programs utilizing Enterprise Resources Planning (ERP) tools such as Logistics Modernization Program (LMP). Responsible for the planning and controlling of all schedules and activities for multiple manufacturing lines throughout the installation. Monitors and stays abreast of the progress and slippages of tasks and makes adjustments to catch the scheduled completion timelines. Ensures that the production plan is continuously updated in terms of monthly Performance to Promise (PTP) capacity figures by planning work center. Modifies the Production Plan as necessary to maintain compatibility with a changing business plan and product lead-time constraints including purchased parts and material. Makes routine trips to the production floor to review current progress, interact with employees and management for any potential scheduling conflicts, and assist in mitigation efforts. Serves as a working team leader over Capacity Planners, Production Controllers, Industrial Engineers, and other skills assigned within the Production Planning area to achieve planning and scheduling of mission and non-mission workload requirements. Schedules, attends/or chairs meetings with the manufacturing management team to discuss and resolve daily and long range operational problems. Serves as the subject matter expert (SME) for the documentation and execution of requested quotes for the Production Control Division. Utilizing automated systems to create reports, charts, presentations and presenting findings to customers.

GS -11 Specialized Experience: Your resume must reflect one year of specialized experience which includes (1) Utilize resource planning tools, such as: Enterprise Resource Planning (ERP), Material Requirements Planning (MRP) or Material Requirements Planning (MRP), Supply Chain Management and Project Management to forecast, monitor and/or expedite workload (2) Experience with scheduling techniques and/or material forecasting; (3) Analyze production data such as project management execution, manufacturing workflow and/or schedule performance; and (4) Assist in estimate process such as: estimates of costs, delivery schedules, manpower, or machinery. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.(NOTE: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.(NOTE: You must attach a copy of your transcripts.) GS-12 Specialized Experience: Your resume must reflect one year of specialized experience which includes (1) Utilize resource planning tools, such as: Enterprise Resource Planning (ERP), Material Requirements Planning (MRP) or Material Requirements Planning (MRP), Supply Chain Management and Project Management to forecast, monitor and/or expedite workload (2) Experience with scheduling techniques and/or material forecasting; (3) Analyze production data such as project management execution, manufacturing workflow and/or schedule performance; and (4) Conduct estimation processes such as: estimates of costs, delivery schedules, manpower, or machinery; (5) Provide guidance on policies and procedures in manufacturing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementPlanning and EvaluatingProblem SolvingReasoning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09) for the GS 11 position and (GS-11) for the GS 12 position.
