About the Position: Serves as Construction Control Representative with responsibility for monitoring and controlling construction operations; and serves as Construction Inspector performing detailed on-site inspection of construction for compliance with plans and specifications. This position may be filled at any level, GS-7, 9, or 11.

Duties

Review project plans and specifications prior to contract advertisement to determine practicality from construction standpoint and compliance with industry-wide codes. Attend pre-bid and pre-construction conferences to discuss principal construction features and requirements. Investigate and reports on situations in controversy with contractors which may lead to formal claims by the contractor which may arise. Serve as designated Contracting Officer's Representative (COR). Directly inform the procurement representative of any discrepancies or safety violations encountered and documents for future court action. Observe work and work methods to ensure that the structure is being built in accordance with the plan, acceptable work practices, and timeliness. Perform job-site inspections on work in progress and upon completion to ensure an acceptable level of workmanship and compliance with plans and specifications. Prepare and submit complete contract packages to Contracting for advertisement and award. Review contractor submittal for conformance to contract specifications and plans. Prepare designs and specifications for various facilities engineering projects.

GS-07 Specialized Experience: One year of specialized experience which includes inspecting minor construction projects involving few construction methods and equipment related to one or more of the following: masonry, electrical, excavating, plumbing, heating, ventilation and/or air conditioning to determine if project specifications have been met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as Construction Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes developing construction specifications that meet project requirements. Using office automation to prepare/review construction designs and plans. Review material and equipment costs to determine requirements and budget. Prepare written reports of project requirements and costs for review by engineering and/or contracting.]. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in Construction Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year and a half (total graduate semester hours minus 27) by 9. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes inspecting and/or investigating all construction phases to ensure compliance with contract schedule, specifications and drawings. Review contract specifications to determine need for change orders or deviation involving input from engineering. Submitting contract packages to contracting and overseeing project completion ensuring safety standards are met. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10).
