THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS SPECIALIST, Position Description Number D1586P01 and is part of the RI Joint Force Headquarters, National Guard.

Duties

Provides telecommunications input for the preparation of the Internet Service Provider (ISP). Maintains the telecommunications/integration acquisition plan to include lifecycle replacement as directed by the Telecommunications Manager. Provides input to the emergency and mobilization communications plan for implementation by the telecommunications manager. Input addresses the role played by the switched network to support the organizational effort to meet the requirements of the emergency as identified by the proper authorities. Manages switched telecommunications systems that provide primary voice network capabilities to the organization. Within the switched systems environment, incumbent is responsible for independently administering the individual switch operating system, to include all aspect of routing tables, trunks, and groups, to include call restrictions, and classes of services. Responsible for implementing and maintaining Voice over Internet Protocol (VoIP) telephone services to include programming and updating VoIP servers residing on the data network in accordance with established procedures. Performs other duties as assigned.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in the Rhode Island Army National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

MILITARY GRADES: E-3 through E-8 GENERAL EXPERIENCE: One year of experience at the GS-09 level that has provided an understanding of the basic principles and concepts for GS-0391, such as developing telecommunication program plans, policies, and procedures; defining and implementing telecommunication program requirements; conducting traffic analysis; directing operations; managing programs; managing radio frequency spectrums; providing data transmission, etc. SPECIALIZED EXPERIENCE: Skilled in developing technical specifications and planning for analog and digital telecommunication programs and projects that involve grouping materials, coordinating schedules, and the testing equipment, services, and software for performance acceptability. The applicant must have the abilities to manage the frequency spectrum, radio, secure communications, and communications security (COMSEC) programs of the state National Guard. Must have skills and working knowledge of acquisitions, operations, technical acceptance, installation, testing, modification, and replacement of analog and digital telecommunications equipment, services, and systems.
