This position serves as the Chief, Engineering Service with responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Safety, Fire Prevention, Industrial Hygiene, Disaster Preparedness, Green Environmental Management, Vehicle Fleet, Grounds, Capital Planning, and Construction Project Management section at a multi-faceted and affiliated VA Medical Center and outlying CBOC's.

Duties

**This is a Detail NTE 120-day appointment. The selectee will return to the previously held position, maybe extended without further competition with the approval of the Medical Center Director or the Associate Director at the selectee's duty location of record, or maybe converted to a permanent appointment without further competition** Major duties: Responsible for the planning, organizing, direction, evaluating, and management process for service line programs, which include setting qualitative and quantitative standards. Develops and provides the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate the Engineering, Maintenance, Capital Management, and other Engineering programs into the mission of the Medical Center. Responsible for planning, staffing, budgeting, developing, and effectively managing the total Engineering Program. Responsible for strengthening and enhancing healthcare facility engineering and operations. Technical advisor in all or most significant management planning, policy, and decision-making actions of the Medical Center, except for those of a primarily medical nature. Oversees human resources management matters for the service. Identifies risks associated with highly sophisticated utility systems and the general physical environment. Responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center. Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility. Responsible for development and implementation of the Medical Center's capital improvement program. Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules, as required to complete project assignments. Responsible for all personnel in the Engineering Service, including supervisory general engineers and staff engineers. Work Schedule: Full time, Monday - Friday, 8:00am - 4:30pm. Qualifications

Basic Requirements- TO QUALIFY FOR THE 801 SERIES. ALL APPLICANTS MUST HAVE ONE OF THE FOLLOWING: Possess a bachelor's degree in professional engineering from an accredited college or university. To be acceptable, the curriculum must (1) be in school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. TRANSCRIPTS REQUIRED. OR Possess a combination of college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. TRANSCRIPTS REQUIRED. The adequacy of such background must be demonstrated by one of the following: Professional Registration: current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. REGISTRATION REQUIRED. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. EVIDENCE OF PASSING REQUIRED. Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above (paragraph - Possess bachelor's degree). TRANSCRIPTS REQUIRED. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. TRANSCRIPTS REQUIRED. In addition to meeting at least one of the basic requirements above, you must also meet the following to qualify for this position at the GS-14 grade level: Specialized Experience: One (1) full year of specialized experience equivalent to the next lower grade level (GS-13) in Federal service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. In addition to the experience or education above, the candidate must demonstrate the following KSAs: (a) Knowledge of mechanical, electrical, structural, civil, and other engineering/architectural principles, practices and their applications as related to healthcare facilities. (b) Knowledge related to the management of overall Healthcare system resources, (i.e., finances, space, equipment, supplies, schedules, and staffing. (c) Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers. (d) Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing complex organizational problems, and developing and implementing effective solutions that result in efficient operations. (e) Skill in applying considerable independent judgment to interpret broad or general national policies and guidelines and adapt/apply them to specific compliant programs at the local healthcare system. (f) Skill in recognizing and assessing evolving scenarios, utilizing initiative, and self-directing and assigning resources to affect resolutions. (g) Skill in complying with national internal and outside regulatory agency, (i.e., TJC, OSHA, NFPA, etc.) regulations, requirements, guides, policies, procedures, directives, and general medical program requirements as they relate to healthcare engineering. (h) Ability to anticipate, develop, and implement strategies in meeting the healthcare system's short-term and long-term strategic goals in a highly fluid environment. (i) Ability to interview candidates for positions in the section, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Five years of experience as a Project Engineer.; Five years of experience as a Contracting Officer Representative (COR) or equivalent.; 5-7 years experience in plant/building management, project management, and supervision of project engineers.; COR Level II certification or Project Management Level II certification; Strong leadership, management, and supervisory experience in a major medical facility. Physical Requirements: The work of this position requires walking, standing, sitting, bending, climbing, crawling or reaching in utility rooms, crawl spaces and other areas to work and inspect buildings and/or equipment at various stages of repair or construction. Work Environment: Some work is performed in an office environment and some work involves moderate risks or discomforts requiring safety precautions in areas such as service rooms, boiler and chill plant, and construction sites.
