The primary purpose of this position is to protect Federal property from hazards such as sabotage, trespass, theft, terrorist attack, loss and/or damage of classified information, fire, and accidental or willful damage and destruction.

Duties

Serves as a controlled area entry manager and immediate visual assessment sentry providing surveillance and armed response as required for: Sensitive Compartmented Information Facilities, restricted area Priority Level (PL) resources, and limited access areas. Responsible for preserving the life, health, and safety of government personnel and safeguarding Air Force and NORAD and USNORTHCOM property, and technologies against such threats as: unlawful entry, sabotage, espionage, theft, accidental or willful damage, and destruction on the Headquarters' premises which secure assets deemed critical to national security. Performs security and patrol duties. Serves as a member of the installation's overall security response capability during actual or simulated incidents.

  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • LAUTENBERG AMENDMENT: Employee must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. Must be able to pass a Criminal History Background Check.
  • Candidates with convictions of misdemeanor crime of domestic violence are ineligible for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment IAW Title 18 USC 922(g)(91).
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors and contrast.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • Must undergo initial and periodic job compatibility assessments. Incumbent is also subject to annual duty position evaluation on a pass/fail standard.
  • Must pass initial formal law enforcement training school as determined by function.
  • Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations.
  • Incumbent must successfully complete and maintain annual first responder training/certification required in CPR techniques, self-aid buddy care, and first aid.
  • Must wear a uniform and meet applicable dress and appearance standards as identified in current AFI.
  • Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends, and holidays.
  • Overtime, both scheduled and unscheduled, may be required as directed and is subject to recall for periods of emergency overtime.

Qualifications

Conditions of Employment cont'd: Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton. Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments. This position has been designated as Non-Critical Sensitive. The employee is required to obtain and maintain a Secret clearance as a condition of employment. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. NE001 = Position is not eligible for telework. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupation Requirements (IOR), Security Guard Series, GS-0085. Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. Note: Your resume must show supporting detail in describing your experience, please be clear and specific. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of established rules, regulations, procedures, and principals of physical security, force protection, and police operations concerning the protection of staff, patients, visitors, and government property; including but not limited to patrol techniques, crime prevention, crime scene protection, self-defense, and general security procedures. 2. Skill and ability to use interpersonal relations and de-escalation techniques, which include oral and written communications. Knowledge of the rights of detained individuals and organizational rules regarding the appropriate use of force. 3. Skilled in marksmanship and shooting techniques required to maintain qualification. 4. Knowledge and ability to operate, perform routine maintenance, and troubleshoot a variety of communications/electronics equipment including radios, Closed Circuit Television (CCTV), PACS and intrusion detection systems. 5. Skill in the use of security equipment, including restraining devices (i.e. handcuffs), batons, safety equipment (LC, fire extinguishers), and two way communication devices. 6. Ability to employ small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time (9e.g.; Employing "Active Shooter" response tactics and techniques as a member of a small team). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
