The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Air Force Medical Agency, Capability Development Division. Serves as the Division Chief, subject matter expert and technical authority on all matters pertaining to the Air Force Medical Service's Defense Health Program Research, Development, Test & Evaluation enterprise.

Duties

Plans, organizes, and oversees the activities of the Air Force Medical (AFMED) Agency, Capability Development Division. Exercises supervisory personnel management responsibilities. Represents AFMED with a variety of installation and functional area organizations. Exercises technical authority, management, and oversight responsibilities over the Air Force Medical Agency Capability Development Division. Stays abreast of current Joint Capabilities Integration and Development System (JCIDS), Defense Acquisition System (DAS), Planning, Programming, Budgeting and Execution (PPB&E) instructions, directives, and processes; develops streamlined policies, practices, and procedures to expedite fielding of key validated medical capabilities.

  • Master of Science highly desired, Ph.D. is preferred. Area of study related to the health/allied sciences (biology, biochemistry, immunology, molecular biology) with curricula that included healthcare/ laboratory testing, operations or management,
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Must be able to obtain and maintain a TOP SECRET Security Clearance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/ location. Travel may include oversight stays.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/ irregular hours.
  • This position is designated as a key position. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from military recall status if alternative during an emergency is not available.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Advanced Program Management certification or ability to achieve DAWIA Advanced Program Management certification within 4 years of employment.
  • This is a Key position. The duties meet all requirements as a category 4 designation and shall not be vacated during a national emergency/mobilization without seriously impairing the capability to function effectively.
  • This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve (IAW: DoDD 1200.7, “Screening the Ready Reserve).
  • This is a Centrally Managed Position in the Medical Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Medical and Healthcare Series, 0601 +IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Completion of a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of a Health Science Officer. This degree must be received from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: You must submit a copy of your transcripts with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: providing knowledge of biomedical research & development concepts, principles, practices, standards, methods, techniques, materials, and equipment for application to Research, Development, Testing, and Evaluation (RDT&E) project development, execution, training, and advisory services; applying knowledge of safety and security regulations, practices, and procedures; planning, organizing, and directing the functions and mentoring, motivating, and appraising the staff of an organization through subordinate supervisors; analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources; communicating orally and in writing; applying knowledge of the principles of the Joint Capability Integration Development System (JCIDS), Defense Acquisition Systems (DAS), and Planning, Programming, Budgeting and Execution (PPB&E) processes for capability development applied in medical modernization; including capability gap identification, analysis and prioritization, capability requirement document development and validation, alignment of resources to execution in laboratory activities and defense acquisition, practices, and procedures; using knowledge of Department of Defense RDT&E programs, processes and activities subordinate to the Assistant Secretary of Defense for Research & Engineering, the Military Departments, the Military Health Systems and Veterans Administration, as well as applying knowledge of DoD, Military Departments and Air Force Medical Service safety and security regulations, practices, and procedures; devising and evaluating criteria, parameters, characteristics, and interrelationships for RDT&E approaches and assessing the impact of new technology on current systems and processes to provide significant and innovative recommendations for advancing programs or methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of biomedical research & development concepts, principles, practices, standards, methods, techniques, materials, and equipment for application to Research, Development, Testing, and Evaluation (RDT&E) project development, execution, training, and advisory services. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
