WHAT IS THE Large Business and InternationalDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: - Large Business and International Director Eastern Compliance The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Supervisory and managerial authorities include the following: Plans work to be accomplished by subordinates, sets and adjusts short-term and long-term priorities, and prepares schedules for completion of work. Adjusts work procedures within his/her teams to accommodate resource allocation decisions made at higher levels. Oversees the development of technical data, estimates, statistics, suggestions, and other information useful to higher-level managers in determining which goals and objectives to emphasize. Decides the methodologies to use in achieving accountable work goals and objectives, including customer and employee satisfaction initiatives, and in implementing other management strategies. Evaluates the effectiveness of the organization using systems analysis techniques, management information systems data, contacts with customers, and other sources, engaging internal and external stakeholders in joint efforts for process improvements.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT Four-year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree. The curriculum must: 1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) Statics, dynamics, b) strength of materials (stress strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR A Combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. This must be demonstrated by meeting one of the following: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: To qualify for this position you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE: In addition to the basic requirements, to be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. Experience applying fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; Adapting and applying methods and techniques of related scientific disciplines; and organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems; Experience with basic tax laws relating to land, buildings, plant facilities, machinery, transportation equipment, patents, contracts, goodwill etc.; Experience with law and legal documents dealing with real and personal property and transfers; Experience with pertinent industry practices, procedures, and methods; Standard accepted real estate appraisal procedures, such as the cost, market, and income approaches to value; Experience working with standard analytical techniques and procedures. Interdisciplinary approach to determine the tax effect of multiple issues. The valuation problems encountered are highly complex and require extensive specialized experience necessary to understand the valuation and tax implications of a variety of engineering and financial transactions, both domestic and international. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.
