The Supervisory Librarian (Medical Sciences) will be working at the Edward Hines, Jr. VA Hospital, in Hines, IL. This position is located the Nursing Excellence Office, affiliated with Loyola University Chicago and over 75 other associated health facilities. The primary purpose of this position is to provide professional librarian functions and coordinate the overall day-to-day operation of the Employee and Veterans Libraries.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Answering a wide range of complex and comprehensive medical reference questions using a variety of reference sources and tools. Conducting literature searches using numerous healthcare-related databases and the internet. Developing a comprehensive medical library collection to meet the informational, clinical, educational, and research needs of a healthcare facility. Acquiring materials using a variety of acquisition methods, e.g., interlibrary loan, purchase, rental, exchange, gift, etc. Evaluating books, audiovisual collections and recommends new titles to be added in relation to the interests of medical community. Performing regular inventory (including automated inventory) and weeding of collections. Oversees daily operation of library that serves as a centralized resource for print and media materials used in Veteran education, counseling, and teaching. Establishes and implements program guidelines, policies, and operating procedures as they relate to the libraries. Planning work to be accomplished by subordinates, sets priorities, and prepares schedules for completion of work. Evaluating work performance of subordinate staff. Giving advice, counseling, and providing instruction to employees on both work and administrative matters. Performing other related duties as required. Applicants must meet ONE of the following basic requirements specified in paragraphs A or B below: A. Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application. Education will not be credited without documentation. -OR- B. A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application. Education will not be credited without documentation. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -AND- In addition to the Basic Requirements above, to qualify for this position at the GS-11 level, you must meet one of the following requirements: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian (Medical Sciences). Experience must demonstrate the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in this field; and to maintain up-to-date information on the state of the art. Specialized experience includes: Supervisory and managerial oversight of work provided by staff involved in library functions, utilizing various library methods and techniques to maintain fully functional medical library services including reference searches and collections maintenance and communicating effectively about library, health information and administrative issues to external and internal customers. -OR- Education: Successful completion of three (3) full years of progressively higher-level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to this position as a Librarian (Medical Sciences). Education cannot be credited without documentation. -OR- Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include progressively higher-level graduate courses directly related to the work of this position (as described above). (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE AND COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) -AND- In addition to the requirements above, you MUST meet the Additional Education and Experience requirements for a Librarian (Medical Sciences) GS-1410-11 series to be qualified. Education: Must have successfully completed a full 4-year course of study in an accredited college or university that meets all academic requirements for a Medical Sciences bachelor's degree that included at least 24 semester hours in the specialized field for which the applicant is being considered, e.g., anatomy, physiology, biochemistry, pharmacology, cell biology, microbiology and other related disciplines or that included any combination of subjects with at least 15 semester hours in a major subject that is especially applicable to the position for which the applicant is being considered. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION)-OR- Experience: MUST have four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the medical sciences; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field. Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) -OR- Combination: Any time equivalent combination of experience as described in (b) with education as described in (a) above. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) -AND- In addition to the requirements above, you MUST meet the Additional Supervisory and Administrative Specialized Experience requirements for a Librarian (Medical Sciences) GS-1410-11 series to be qualified. Specialized Experience: Must have at least one (1) full year of qualifying specialized experience which includes the ability to manage or direct a library, group of libraries, or library system; ability to plan, organize, and direct the development and execution of library programs, policies, and procedures; ability to plan or conduct management studies, public relations, and educational activities, ability to plan, develop and carry out administrative activities of the library or library system concerned with budget and finance, personnel, plant and equipment, etc. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.)
