This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the U. S. Army Corps of Engineers, Memphis District, Operations Division, Navigation Branch, Dredge Hurley, Memphis, TN 38103. Duty location is wherever the Dredge Hurley is located.
Duties
Performs welder duties using electric, acetylene and/or inert gas shielded welding processes. Selects type of welding rod best suited to the material, such as stainless steel, cast iron, bronze, aluminum, magnesium, monel, etc.
Performs the required planning, layout and fitting work involved in the fabrication, modification, maintenance and repair of equipment and structures as indicated in the introduction.
Performs sheet metal work involving 30 to 16 gauge metals, such as galvanized iron, stainless steel, tin, copper, lead, zinc, and aluminum for fabrications, modifications, and repairs to plant, buildings, and facilities.
Operates a diesel powered, barge mounted mobile crane with a 75 foot boom in performing both marine and land based crane operations.
Operates barge-mounted mobile crane in hoisting and lowering expensive marine pumps and parts, electric motors, dredge propellers, shafts, pipeline sections, and various other equipment involved in dredging operations, repair and maintenance.

Qualifications
During the dredging season, typically May through November, all Hurley crew members, including this position, work a 15 days on/6 days off schedule, with the work period beginning and ending on Wednesdays. On the 15 work days, employees remain on the Dredge Hurley and are provided meals and lodging. This position works a 12 hour shift, and may rotate between day and night shifts. During the non-dredging season, the crew works day shift only, with the vessel based at Ensley Engineer Yard, Memphis, TN, on either a 5-day/8-hour or 4-day/10-hr. During the dredging season, the Dredge Hurley will work in widespread locations in the Mississippi River, including up to 90 days in the vicinity of Baton Rouge, LA.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Welder~ without more than normal supervision. Making a wide range of welds from simple to precision welding; Working with light, heavy gauge and hardened metals; Welding various types of weldable items assigned, using flat, vertical, horizontal, and overhead positions. I can adjust appropriate equipment for actions such as pre-heating, brazing, bead welding, tack welding, flame cutting, pressure welding, and/or heat treating. - Failure to meet this Screen out Element will result in an ineligible rating.
Selective Placement Factor: This position has selective placement factor which must be met prior to employment and for continued employment.

PHYSICAL EFFORT: Welding assignments are characterized by the necessity to work in all positions and in cramped spaces, such as discharge and suction pipes (28" to 38" diameter). Also requires standing, walking, stooping, climbing and crawling. Work may be performed in an awkward or cramped position. Incumbent frequently handles, lifts, or carries parts or equipment that weighs up to 50 pounds. Occasionally may lift and carry items weighing more. Exerts heavy effort in manipulating various levers, clutches, and brakes. Is subject to strain caused by crane vibrations and from jerking and jolting motions while lifting and moving loads.
WORKING CONDITIONS: Works inside and outside subject to injury from lifting, operating machines and using miscellaneous tools. Is exposed to abnormal noise; inclement weather; burns from electric arc, gas torches and molten metal; changing temperatures; and fumes. Danger to the eyes is present from metal chips, electric arc, rust and dust. Is also subject to danger of explosive gases. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions and its use is mandatory.
