The Social Worker Program Coordinator position is located within the Charlie Norwood VA Medical Center in Augusta, GA. He/she serves as program coordinator and is administratively responsible for the clinical programming and staffing in the Community Residential and Contract Nursing Home Programs.
Duties
Duties include, but are not limited to:
Administers information and analytical systems to evaluate and enhance the quality of service provided to patients.
Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction.
Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services.
Supervises a group of employees performing work at various GS levels up to their own grade and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit.
Performs the administrative and personnel management function relative to staff supervised. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Observes workers' performance demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance.
Able to resolve informal complaints and grievances.
Develops work improvement plans, recommending personnel actions as necessary. Incumbent provides advice and counsel to workers related to work and administrative matters.
Effects disciplinary measures as appropriate to the authority delegated in this area.
Reviews and approves or disapproves leave requests. Incumbent assures subordinates are trained and fully comply with the provisions of the safety regulations.
Performs work related to the review, monitoring, analysis, planning and assessment of various programs.
Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position may be carried out at one or more locations that are physically removed from the main unit under conditions that make day to day supervision difficult to administer.
Performs other duties as assigned by management.
Work Schedule: Monday-Friday, 8:00am to 4:30pm. Tour of duty subject to change based on agency needs.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.

Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-12 Social Worker (Program Coordinator)
(1) Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of program coordination and administration, which includes consultation, negotiation, and monitoring
Knowledge and ability to write policies, procedures, and/or practice guidelines for the program
Ability to supervise multidisciplinary staff assigned to the program.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s)
Ability to provide training, orientation, and guidance within clinical practice

The full performance level of this vacancy is GS-12.
Physical Requirements: Extended periods of standing, bending and carrying light items such as books, medical records and paper is required. Walking long distance throughout the medical center, on units and between divisions is required. Conducting patient encounters in a community setting or in the patient's home environment may be required. Position often places the incumbent in a position of stress. Due to the nature of the work, the incumbent may come in contact with Veteran patients who are confused, intoxicated or have a contagious condition. Ability to drive a car have a valid state license is required. Exposure to dangerous situations in the community from traffic accidents to crime is also possible.
