The primary purpose of this position is to install, modify, troubleshoot, repair and maintain voice and nonvoice communication systems and circuits outside the central switching office. Performs site surveying duties on a limited basis.
Duties
- Installs, removes, maintains, modifies, troubleshoots, and repairs voice and non-voice communications systems/circuits including intercom, fire alarm circuits, electronic and electromechanical telephone key systems/private branch automatic exchanges (PBAXs); and terminal and communications equipment, including modems and voice mail systems.
- Installs or removes cross connections on all sub-frames.
- Programs electronic key systems/PBAXS with desired features to meet customer requirements.
- Independently reviews work orders and layout sheets to select equipment and circuits required to run cables, key cables; or house wires to all telephone sets, terminal connectors, lugs, pins or screws, associated with key telephone equipment and/or terminating equipment for non-voice circuits.
- Reviews Communications-Computer Systems Requirement Documents (CSRDS) reflecting telecommunications work requested. Performs site surveys to determine actual communications requirements. Identifies/determines cable and pair assignments.

- Must be able to obtain and maintain a Secret Clearance
- May be required to travel by commercial or military aircraft in performance of temporary duty.
- Position requires the ability to distinguish colors, contrast, and depth.
- Duties of the position require employee to have normal gait and balance and to be free of fear of heights and
claustrophobia.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2500 Wire Communications Equipment Installation and Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a TELECOMMUNICATIONS MECHANIC without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of telecommunications principles, procedures and practices in order to plan, layout, install, modify, repair and maintain voice and non-voice communications systems/circuits outside the central switching office, which include intercom, fire alarm circuits, and electronic and electromechanical telephone key systems/PBAXs, and terminal and communications equipment, including modems and voice mail systems. Skill in troubleshooting and tracing malfunctions and knowledge of telephone and data circuitry equipment and installation procedures.
2 .Basic knowledge of electrical and electronic principles and instruments as they pertain to voice and non-voice transmissions.
3. Skill in using and maintaining hand-tools such as electrical and manual hand drills, screwdrivers, long-nosed pliers, hammers, diagonal cutters and test equipment such as ohmmeters, voltmeters, continuity testers, handsets, breakout boxes, decibel meters, digital multi-meters, signal generators, digital transmission test sets, and computerized analog measuring systems and other specialized tools of the trade.
4. Ability to use drawings, blueprints, schematics, and layout sheets. Knowledge of safety regulations, procedures, and practices as they apply to the communications environment.
5. Knowledge of copper core transmission principles.
6. Knowledge of computer operations and the ability to operate office automation software to load communications programming options. Ability to communicate both orally and in writing.
PHYSICAL EFFORT: The work requires frequent bending, pulling cables, working in awkward positions, walking and standing for long periods of time, and climbing ladders. In addition, the requires lifting and carrying items weighing up to 20 pounds unassisted, and occasionally up to 50 pounds with assistance of lifting devices or other workers.
WORKING CONDITIONS: Work is performed inside and outside in all types of weather. Inside work area can range from well-lighted, heated, and climatically controlled, to poorly illuminated work areas such as attics, crawl spaces, and basements. Exposed to dust, dirt, and falls from ladders. Subject to bruises and minor cuts from handling cable and equipment and from using hand tools. Work requires employee to wear protective clothing such as steel toe shoes, goggles, ear protection, gloves, and/or hard hats. The employee may work with hazardous materials such as asbestos and will be required to wear protective clothing and gear such as respirators and protective suits.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
