Duties

Provide advice on strategic communication matters to leaders and other district staff. Conceptualize the production of digital content suitable for publishing on district web and social media channels. Write information materials designed to reach broad audiences with diverse needs and levels of understanding. Coordinate access for approved visitors and media representatives during site visits. Conduct in-person, phone, and/or video interviews as needed to gather information in support of products.

Requirement for GS-09 Specialized Experience: One year of specialized experience which includes written and oral communication techniques relating to public relations in the application to develop and disseminate information to the public through mass media; skill and experience in writing, editing and designing information products such as newsletters and brochures; skill in writing news releases and feature articles for publication. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: major in communications, journalism, public relations, or similar field of study (Note: You must attach a copy of your transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Requirement for GS-11 Specialized Experience: One year of specialized experience which includes developing, disseminating, oral and written information to the public through traditional and social media (i.e., web, radio, television, newspapers, magazines, etc.); write, edit and/or design newsletters, brochures, or other informational products; and writing news releases and feature articles for publication and layout in a newsletter/newscast/news release. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree major in communications, journalism, public relations, or similar field of study in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: major in communications, journalism, public relations, or similar field of study(Note: You must attach a copy of your transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Position may be filled as a temporary promotion or temporary reassignment NTE five years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, may be terminated early without adverse action procedures, and/or may be made permanent without further competition. Position may be filled as a temporary appointment NTE five years if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years.

Education
