This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Medical Technician position providing assistance to the examining Medical Officer with applicant examination, identification of physical abnormalities and determination of applicant's fitness for military duty. This will be filled on a permanent basis.

Duties

Maintains applicant’s medical record during the examination process. Manages medical consultations to include verifying doctor’s orders or requests from the Service liaisons. Performs customer service duties and administrative office duties such as filing of paperwork and annotating logs. Screens applicants’ records for conducting physical examinations. Performs phlebotomy procedures to obtain blood samples for HIV and other laboratory tests, using USMEPCOM-standard safety precautions. Administers audiometric (hearing) tests. Performs required calculations and records return date on medical forms for those applicants who did not meet height/weight standards. Monitors the applicants for any adverse reaction to the blood draw, responding to problems and contacting the CMO if serious reactions or emergency conditions exist.

Requirements

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to pass a color perception (vision) exam. The position requires the incumbent to physically be able to perform (demonstrate) and evaluate military physical aptitude (maneuvers) test.
  • This position requires the incumbent to use restrictive and protective clothing such as surgical gloves; cannot wear exposing footwear.
  • This position requires occasional shift work (before 0600 or after 1800 hours) as required. This position requires occasional hours on Saturday as required.
  • Required to submit to a blood test when hired and on a yearly basis
  • Successful completion of applicable Military Health System (MHS) GENESIS Training is required in order to access the MHS GENESIS System within 30 days of on-boarding and/or as required.
  • This position requires the employee to wear a uniform, scrubs, or other appropriate medical professional attire while on duty.
  • Due to the nature of the work at Military Entrance Processing Stations which involves direct urine observation and examination of same-sex military applicants, we are accepting applications from MALE APPLICANTS ONLY.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience in the Federal service which includes: 1) Assisting with physical examinations (i.e. optical, audiometric tests, electrocardiogram, and/or urine collection/processing) of applicants/patients; 2) Performing phlebotomy to obtain blood samples while ensuring all safety precautions are followed; 3) Operating medical equipment (i.e. audiometers, stereoscopic vision testers, and/or centrifuges) for various types of medical examinations/procedures; 4)Documenting the medical information or patients to ensure the completion and accuracy of information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below: Education Substitution for GS-06: Successful completion of at least one half year (9 semester hours) of progressively higher level graduate education leading to such a degree in a field directly related to the work of the position to be filled, such as: Medical Technology/Technician, Medical Assistant, Nursing, Emergency Medical Technician, Paramedic, or a related field of study. (NOTE: You must attach a copy of your transcripts for verification.) OR Combination of Experience and Education Substitution for Specialized Experience for GS-06: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 9. Add the two percentages. The total percentage must equal at least 100% to qualify. (You must provide a copy of your transcripts.) Separated Military Members: Resumes will be accepted from members of the Armed Forces who indicate in their applications that they are available for appointment within 120 days of the closing date of this announcement. Military members may be appointed while on terminal/transitional leave, before the effective date of their military retirement/separation. Military Retirees: Within the DoD (Department of Defense), including non-appropriated fund positions, the appointment of retired military members within 180 days immediately following the retirement date to a civilian position is subject to the provisions of 5 United States Code 3326 or 5 U.S.C. 5305.Some federal jobs allow you to substitute your education for the required experience in order to qualify.
