This position plans, organizes, directs, coordinates, reviews and evaluates the work of subordinate staff in accomplishing assigned Care in the Community/Non-VA Care programs, functions and activities at the Salisbury VAMC. This position is responsible for the supervision of Lead Medical Support Assistants and (Advanced) Medical Support Assistants.

Duties

This position includes but not limited to supervising and conducting program analysis studies and evaluations for situations that affect the orderly and efficient processing of the medical center Care in the Community Program. The incumbent is responsible for planning, organizing, directing and evaluating the activities of subordinate administrative and clerical staff. The Care in the Community service is comprised of many varied subsystems, representing several disciplines and functions. These functions serve inpatient, outpatient and emergency services of the Salisbury VAMC. Provides guidance to the facility staff in regard to the Care in the Community Program pertaining to consultation processing, care delivery and results processing. He/she is responsible for training subordinate personnel in relation to these functions. Responsible for professional development of subordinate personnel. Under the auspices of the Chief and Assistant Chief, will assign tasks to be accomplished, giving consideration to priorities, and requisite needs of the assignment and capabilities of the program. Incumbent works collaboratively in an interdisciplinary coordinated care delivery model within Care in the Community to accomplish tasks at hand performing any needed function associated with patient care and treatment for Care in the Community services which include inpatient, outpatient, and/or NIC (Non Institutionalized Care) program services activity, consultation management, and record retrieval. Provides influence, motivation and the persuasion necessary, to foster the acceptance and exercise of sound management concepts, practices and innovations by other staff. Will ensure quality assurance for completed work of all subordinates. Responsible for ensuring that all subordinates are competent and fully trained to deliver superior care to all Veterans served in the community. Functionary will conduct fact-findings with employees and appropriate representation as appropriate in a timely manner. He/ she is responsible for planning work to be accomplished by subordinates; sets and adjusts short-term priorities and prepare strict timelines/schedules for completion of work. Develops or participates in setting performance standards for Care in the Community / Non-VA Care. Ensures the developed policies and procedures are communicated to all subordinate staff through performance plans, work assignments and various forms of training. Ensures changes in procedures and policies to applicable regulations are clearly understood. Ensure compliance with procedures and policies of all staff. Participates in monthly staff meetings with all assigned staff to maximize communication and flow of information between leadership and staff. Encouraged to serve on applicable committees as a committee member or subject matter expert and is actively involved in any and all changes that affects the delivery of health care to the Veteran. Responsible for reporting to superiors, unusual problems or occurrences that may have a negative or adverse impact related to the initial or continuation of care to the Veteran. Conducts or attends regular meetings with subordinates to facilitate effective communication of needs, requirements and expectations. Responsible for soliciting and providing timely feedback. Ensures collaboration and coordination among the staff within the Care of the Community / Non-VA Care. Must have proficient knowledge regarding Non-VA Care, Choice First, Wait List Eligibility, 40 Mile Eligibility, Geoburden Eligibility, Excess Burden Eligibility, Care Not Offered Eligibility and Transfers to a Community Hospital programs. Must have the eagerness to adapt to varying situations that are present in the Care of the Community / Non-VA Care setting as well as be willing to learn new technologies, procedures and policies. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education/Experience: One year of education above high school OR Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position OR Equivalent combination of experience and education to qualify for entry level for which both education and experience are acceptable English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: (a) Experience. One year of experience equivalent to the GS-7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. (b) Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. (c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training in a patient support setting. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment References: VA Handbook 5005/117, Part II, Appendix G45. Physical Requirements: The work is primarily sedentary, although some light physical effort may be required.
