Duties

Represents the government before the Armed Services Board of Contract Appeals in major, complex government contract disputes primarily under the Contract Disputes Act. Supports the Department of Justice on major, complex government contract disputes before the Federal Courts. Leads government litigation teams through fact investigation, legal research, pleadings, discovery, motions practice, ADR/trial preparation and ADR/trial, post-trial and appellate. Marshals litigation teams effectively, integrates efforts of various agency stakeholders, provides strategic vision to the government team, balances competing policy considerations and implements strategic plans. Reviews proposed contracting officer final decisions for legal sufficiency and provide counsel on questions of law and policy. Litigation and advice involves FAR Part 42 contract administrative matters including FAR Part 31 cost allowability issues, indirect costs and overhead issues, the Cost Accounting Standards, defective pricing, and contract termination settlements.

Qualifications

To qualify, applicants must possess the first professional law degree (LL.B. or J.D.). Applicants must provide proof that they are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Proof is a "certificate of good standing" issued by your state of licensure within 6 months of the date of application or a screenshot of your bar status taken from your state of licensure website dated within six (6) months. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good standing and in active status prior to appointment. Applicants must possess professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. The experience described in your resume will be evaluated and screened for competencies needed to perform the duties of the position as described in the DUTIES section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education and training are relevant to the duties and responsibilities of the announced position. Your resume must show you have the competencies necessary to successfully perform the work of the position at the appropriate level. Applicant resume must demonstrate you have the competencies and quality of experience necessary to successfully perform the work of the position at the appropriate level, with at least one (1) year of recent and relevant Federal acquisition law experience at the GS-13 level or equivalent. The principal selection factors for this position follow: Ability to provide accurate, timely, responsive and ethical legal advice and counsel that addresses the operative facts and applicable law and provides clear and workable guidance. Ability to provide effective support working cooperatively with senior level civilian and military clients using problem-solving skills to facilitate consensus solutions. Analytical/legal ability (including issue identification, legal research, analysis of options, risk analysis, creative problem-solving). Excellent oral and written communication skills and proficiency as an advocate. Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues. Additional selection factors: Federal sector legal experience, preferably DoD, in the following is not required but will be given favorable consideration: employment, fiscal, Government contracts, intellectual property, information, or administrative law.
