The Management and Program Analyst will report to the Administrative Officer (AO), for The Villages VA Outpatient Clinic located in The Villages, Florida. The program analyst will coordinate, advise, analyze, implement improvements, monitor, and plan for the delivery of Outpatient/Primary Care healthcare operations provided by clinical services.

Duties

This position provides oversight, recommendations to leadership, and implements the spread and maintenance of system design processes and techniques across outpatient clinical services. The incumbent plays a critical role in leading the effort to meet or exceed performance expectations related to access; patient flow; and timely, efficient, and cost-effect provision of care. Incumbent review and makes recommendations for improvement related to quality metrics. Duties require application of knowledge related to principle of healthcare management. Incumbent reviews allocation of human and capital resources for effectiveness, conducts strategic planning utilizing applicable business software and principles, performs quantitative analysis, operational analysis, workload analysis and projection, business case analysis, VERA analysis, labor mapping, and performance improvement models. Incumbent exercised independent judgement in the development of service level briefings, data analysis and recommendations, and speaking engagements/presentations with internal and external stakeholders. Performs analytical and evaluative work associated with the service line and/or program activities. Incumbent works closely with both administrative and clinical Service Chiefs, Section Chiefs, service level Administrative Officer, and front-line supervisors to develop, analyze, evaluate, advise on, or improve the effectiveness of work methods/procedures, organization, manpower utilization, distribution of work assignments, management controls, information and documentation systems, and other similar functions of healthcare management. Incumbent performs improvement studies and analyzes current management techniques, processes, and styles for improvement in efficiency and organizational effectiveness. Reviews and reconciles substantial amounts of data; applies analytical and evaluative methods and techniques to issues or studies concerning the efficient and effectiveness of program operations. Analyzes essentiality of work, organizational structure and staffing requirements using LEAN methods to reduce unnecessary and burdensome workload and to streamline operations. Prepares and presents formal recommendations to department level leadership based off sound and confirmed data, evidence, and business knowledge in the form of formal presentations. Proposes significant modifications and improvements regarding a full range of management issues. Incumbent regularly serves as Administrative Officer representative in a lead capacity for service line including in committees and work groups as assigned. Assists in planning, reviewing, or revising policies and procedures that impact health system access. Serves in a leadership role within service related to strategic planning initiatives and system redesign. Provides oversight and ensures coordination of all required and/or collaborative training opportunity, tracks implementation of requirements and encourages participation of other designates staff trainings. Trains and facilitates performance improvement teams on the use of relevant tools and processes and use of VHA databases. Work Schedule: Monday through Friday 8:00 AM- 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard. Others have individual occupational requirements that specify that applicants must, in general, (1) have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. Superior Academic Achievement: The superior academic achievement provision is applicable to all occupations covered by this standard. See the "General Policies and Instructions" for specific guidance on applying the superior academic achievement provision. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. For certain positions covered by this standard, the work may be recognized as sufficiently technical or specialized that graduate study alone may not provide the knowledge and skills needed to perform the work. In such cases, agencies may use selective factors to screen out applicants without actual work experience. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. .
