About the Position: Expert advisor for Industrial Base Operations with practical and programmatic knowledge of the nature and operations of industries, and the materials, facilities and methods employed by industry in producing commodities relative to the entire acquisition cycle.

Duties

Management of government furnished equipment. Technical reviews of unsolicited proposals from industry Maintaining industrial base information available to industry, contractors and Army activities Industrial preparedness planning and production surge planning in support of mobilization or strategic requirements Develops, applies, and coordinates policies and regulations related to Organic Industrial Base (OIB) matters. Primary contact with industry representatives for release of information and guidance on Crane Army Ammunition Activity Production and Shipping Operations

Qualifications

This position is under the Acquisition Demonstration Project. The NH-03 broadband incorporates former (GS equivalents) GS-12 step 1 through GS-13 step 10 grade levels and salary levels. Pay increase within the band will be accomplished through the Contribution-based Compensation and Appraisal System (CCAS). Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 level in the Federal service which includes work that involves 1) Assisting with the development of policies and regulations related to Organic Industrial Base (OIB), Diminishing Manufacturing Sources and Material Shortages (DMSMS); or Life Cycle Sustainment; 2) Reviewing acquisition strategies to determine if changes to DoD, Army, AMC, or JMC guidance is required; 3) Leverages tools and/or technology to develops plans or techniques to fit new situations to improve overall program and policies. And 4) Establishes precedents in application of problem-solving techniques to enhance existing processes.
