The incumbent serves as a Public Affairs Specialist. The incumbent provides support for public outreach through planning and distributing information to the public using digital media such as website (internal and external), applications, and social media. The incumbent functions as a unit webmaster, developing and maintaining internal and external websites for one or more units.

Duties

GS-11 Assists Regional web manager in developing, coordinating, and managing content for digital publication, determining the appropriateness of elements of an internal information program recommended by higher headquarters. GS-11 Identifies and develops content for new information materials to explain significant issues to generally responsive groups or individuals interested in the Agency’s programs. GS-11 Leads all or parts of special, complex projects, including upgrades or changes to web platforms. Implements design or platform changes that are broad and complex. GS-09 Responds, in oral and written form, to requests for information by determining the nature of the data required and collecting and assembling the material using the appropriate format and style based on needs and organization practices. GS-09 Assists in evaluation and analysis of public comments on Forest Service management issues. GS-09 Identifies areas to be addressed, characteristics and needs of the target audience, and communication techniques most appropriate; develops recommended approaches and drafts material for supervisor's approval.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's Federal Wage System Qualifications Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. GS-9: One year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized experience is defined as one or more of the following: Works with public affairs specialists and others to coordinate, manage and generate content for digital publication; Designs and develops multimedia-based information such as web graphics and content for internal and external websites; Monitors and ensures the operability of local internet and intranet services that provide customers with access to applications and data; Assists in management of social media accounts and other authorized accounts; Stays current with and assists others to apply Federal, Departmental, Agency, and Regional regulations concerning web and social media use. OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-11: One year of specialized experience equivalent to at least to the GS-9 grade level; Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).Specialized experience is defined as one or more of the following: Assists in developing, coordinating, and managing content for digital publication, determining the appropriateness of elements of an internal information program recommended by higher headquarters; Leads all or parts of special, complex projects, including upgrades or changes to web platforms; Serves with or leads teams to accomplish projects and unit goals; Monitors web usage and updates web and social media content; Generates, edits, publishes and shares daily content, including original text, images, or video; Monitors social media channels for use and networking metrics; Works closely with public affairs specialists and those with computer system expertise to integrate communication needs with current and emerging technology; Designs and develops dynamic interfaces using available technology such as HTML, XHTML, Java, PHP, Perl, etc. OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work. OR appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
