THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM ANALYST (TITLE 5), Position Description Number T5115000 and is part of the FL JFHQ, National Guard.
Duties
As a PROGRAM ANALYST (TITLE 5), GS-0343-9, you will conduct studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentative recommendations for problem resolution. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US Citizens interested in helping the Department of the Army meet our mission requirements as a Program Analyst.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

GENERAL EXPERIENCE: You must have experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. You must have knowledge of the National Guard organizational structures, functions, procedures, and techniques. You must have experience using a computer and automation systems.
SPECIALIZED EXPERIENCE: GS-09 you must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience, education, or training equivalent to at least the next lower grade level. You must have experience, education, or training which has provided application of practices, theories, techniques, and methods of management. You must have experience analyzing, interpreting, and developing policies and procedures of local management.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
