This position is located at the Chattanooga National Cemetery in Chattanooga, Tennessee. The incumbent primarily serves as the Facility Maintenance Worker and Contracting, Officers Representative (COR) for this facility, as well as an alternate COR for Nashville National Cemetery as needed.

Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. The primary purpose of this position is to identify the needs, long range and short-range plans, supplies, equipment, and manpower estimates to maintain and improve the appearance of the cemetery and implement these plans with the knowledge that the cemetery is a historical landmark with high visibility in the community. The incumbent is responsible for monitoring, repairing, and maintaining the cemetery facilities and infrastructure, including buildings, maintenance bays, woodwork and carpentry, light fixtures and power outlets, heating and cooling systems, concrete and asphalt roads and walkways, plumbing, and irrigation systems. The incumbent may also be called upon to assist with maintenance of cemetery equipment and/or repairs and maintenance on facility structures in support of all aspects of the cemetery operations. Primary duties will always be superseded by burial operations, and the incumbent may be required to relieve other positions such as the Cemetery Foreman in his/her absence, or the Engineering Equipment Operator. Incumbent will also be ready to support cemetery operations such as burial operations, grounds maintenance, equipment maintenance, setting of headstones, or other jobs as required. The incumbent is responsible for the security of all government resources utilized in cemetery operations, and cemetery facilities and infrastructure. As a Contracting Officer's Representative (COR), the incumbent is primarily concerned with the monitoring of quality control through inspection of work performed under contracts issued for Chattanooga National Cemetery and satellite cemetery (as needed) Incumbent assists in review of contract specifications using National Cemetery Administration (NCA) standards and the Organizational Assessment Improvement (OAI) program regarding methods and procedures for national cemeteries. Inspection of contracted cemetery grounds maintenance will be performed daily. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,01/25/2024. Your background must demonstrate work involved in the full range of building and maintenance trades to include carpentry, plumbing, electrical, masonry, pest control, asphalt repairs, etc. This includes repair and preventive maintenance of irrigation systems, maintaining and repairing buildings and physical structures, facilities, and utilities using hand and power tools. Condition of employment is based on the incumbent's successful completion of all training requirements necessary to become a COR. (This must be completed within the first three (3) months of employment.) EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements: The work requires moderate effort in maneuvering vehicles and in hooking up equipment attachments to tractors. Frequent walking, stooping, kneeling, and pushing of wheelbarrows is also required in performing gardening work. Position requires prolonged and frequent walking, standing, bending, stooping, and pulling. Climbs ladders and lifts objects weighing over (50) pounds. He/she must have a full range of upper and lower extremities. Moderate effort required in operating vehicle and tools of the trade. Stamina, dexterity, and perseverance required in all aspects of incumbent duties. Work is performed indoors and outdoors. Incumbent is subject to discomfort from working in unnatural positions for long periods in all types of weather. He/she must work under stress and strain, in dust, dirt, mud, snow and water. Incumbent may be exposed to occupational injuries, such as cuts, scrapes, and dust from sawing materials, other potential hazards, working with machinery, saws and electrical equipment while performing duties in this position. Working Conditions: Work is primarily performed outside in all types of weather and environmental extremes often in an open driver's seat or platform. The operator is exposed to injury from potential equipment malfunctions and subject to heat, cold, humidity, noise, and dirt, vibrations, dust, and exhaust fumes. The incumbent may operate machinery that causes noise and vibrations, emits carbon monoxide, has moving parts that may cut or harm the body and requires the use of safety-protective clothing and devices. This work may be performed over uneven terrain. At times the incumbent will be exposed to dirt, dust, snow, mud, water, fuel and lubricants, noise and fumes from motor vehicles and other equipment.
