THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS MANAGER (TITLE 32), Position Description Number D1833000 and is part of the NC ANG, National Guard (118th ASOS / Position No. 0110171134).

Duties

As a TELECOMMUNICATIONS MANAGER (TITLE 32), GS-0391-12, you will plan, organize, and direct the activities of the assigned technicians, ensuring that the advice and assistance provided complies with legal and regulatory requirements; develop goals and objectives that integrate unit and overall unit program objectives; research, interpret, analyze, and apply applicable Joint Publications and Tactics Techniques and Procedures (TTP) to establish guidelines, policies and objectives; exercise supervisory personnel management responsibilities; advise and provide counsel to employees regarding policies, procedures, and directives of management; serve as an ALO and JTAC Instructor and Evaluator; oversee unit training encompassing the full cycle of theory, formal classroom, and actual field performance for unit activities; instruct unit personnel on ALO, TAC and TACP/ASOC/S knowledge, skills and abilities; in exercise, training and evaluation environments, instructs on the Theatre Air Ground System and the application of Air and Space power to support the ground commander's Concept of Operations (CONOPs), Commander's Intent, and Scheme of Maneuver; serve as unit standardization/ evaluation evaluator to ensure Combat Mission Readiness (CMR) of ALO, TAC and Tactical Air Command and Control Specialist (TACCS) personnel; perform analysis, evaluates and examines ALO, TAC and TACCS personnel to determine degree of proficiency and adherence to tactics, techniques, procedures and coordination requirements; serve as senior planner; act as the unit subject matter expert on integration and coordination of Air and Space power across the spectrum of command, from the ground maneuver unit to the theater level, providing input and advice to the commander; review and approve work center training programs.

Qualifications

MILITARY GRADES: Enlisted (TSgt/E6 to CMSgt/E9) willing to commission as an Officer (2d Lt/O1 to Maj/O4). GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: To qualify for appointment to the ANG, GS-0391-12, position located in the Air National Guard Air Control Squadron (ACS), Mission Systems Branch, an ANG applicant must qualify for award of the position's compatible elements and there must be a vacant manpower authorized position requirement to satisfy the position's military aspects: Service, Unit of Assignment, Rank, and Military Skill Set. The applicant must meet the position's specialized experiences and competencies in supervising, directing and managing employees' work in designing, engineering, analyzing, installing, maintaining, programming and operating Theater Air Control weapons systems comprised of sensor systems, Information Technology (IT) networks, and communications systems in both tactical and fixed base environments. Skilled in directing technical specialists to assess and ensure compliance, supportability, and planning for operations that include, but are not limited to, ground and satellite communications systems, terrestrial communications systems, software and firmware installation and testing, communications security, and sensor systems operations that make up the Air Control weapons equipment used to control live aircraft. Skilled in managing the Air Control systems' equipment and operations. As the knowledge and skill to comprehend and ensure the safety of aircraft controlled flights and experienced in directing the Air Control Squadron personnel's abilities to perform peacetime and wartime missions. Fully competent to perform first level supervisor authorities and responsibilities over the branch personnel's duties and responsibilities. Understands the position's responsibilities to the Squadron's Communication/Information Maintenance Manager. Skilled and experienced on planning subordinates' work through establishing and monitoring short-term priorities. Competent in preparing schedules for Communications-Electronics (C-E) equipment and systems work requirements. Experiences involved assigning and evaluating subordinates' work performance based on priorities and determining the employees' capabilities to work various levels of difficult assignments. Competent and experienced in providing skill development training and mentoring to employees. Skilled in advising, counseling, and instructing employees on work and/or administrative matters. Provided highly complex technical solutions to support unique systems requirements for specialized command and control, communications and sensor systems. Skilled in monitoring quality control practices and identified ways to improve production, timeliness, efficiency or quality of work. Skilled in evaluating system and equipment status, repair actions, and/or modifications needed to improve performance results. Skilled in analyzing the branch's mission support capabilities, evaluated maintenance effectiveness, and reports the branch's mission capability. Experiences included maintaining a maximum degree of efficiency and reliability. Experienced in maintaining the unit's mission readiness capabilities. Experienced in establishing policies and procedures for accomplishment of the unit's programs and functions. Experiences included prioritizing tasks and implementing priority changes in the work requirements and skills needed by subordinates to effectively balance workloads. Experienced in conducting operations, task functions, and managing manpower funds and resources. Skilled in identifying requirements and initiating requests for additional resources, along with equipment, supplies, and space to ensure unit personnel are successful in meeting goals and objectives. Must have career broadening training and experiences in leading, planning and scheduling work; and, is competent in conducting a smooth flow and even distribution of work that ensured the full utilization of personnel. An applicant must have leadership experiences that included guiding employees through telecommunication program tasks. Skilled in counseling and providing positive reinforcement of safety and professional conduct. Experienced in conducting employee performance evaluations; mentoring employees or colleagues; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mission programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies.
