Duties
As a Budget Analyst within the Kansas Water Science Center, some of your specific duties will include:
Researches, compiles, consolidates, summarizes, and formats budgetary data from reports and historical data. Develops projected labor, equipment and overhead expenses as well as consolidated science center/program budget proposals.
Monitors, tracks, and reviews expenses, obligations, and reimbursables. Identifies discrepancies and processes corrections.
Performs year end closeout tasks to ensure accurate documentation of expenses, proper/full use of funds, and compliance w/ anti-deficiency laws and regulations.
Tracks, reviews, and processes funding agreements and appropriations. Reviews, conducts, and documents adjustment or transfer of funds, ensuring policy compliance for all changes to approved budget plans; obtains higher level official's prior approval as needed.
Prepares special and recurring reports regarding funding, budgeting, expenses, staffing, etc. Provides analysis and routine budgetary guidance to managers, supervisors and project personnel regarding reports, process, procedures, regulations, policies, and requirements.
Uses a variety of budgetary/financial management software and databases to maintain data and produce various reports, plans, schedules, etc.
Manages Center bankcard program. Serves as POC and data entry personnel for questions regarding purchase requests, payroll, and payments. Monitors these expenses in govt accounting systems.
Qualifications
For GS-09:
Applicants must meet one of the following to qualify for the GS-9 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal service. Examples of GS-7 level work include assisting with: Routine and recurring budget administration duties which facilitate more complex and detailed review and analysis functions; Comparing figures in current estimates of funding needs by line item or object class with prior years expenditures; or Preparing preliminary budget estimates and reviewing justifications for program support activities.
**OR applicants may substitute successful completion of 2 years of progressively higher level graduate education or Master's or equivalent graduate degree (such as an LL.B or J.D). (36 semester hours, 54 quarter hours, or the equivalent).
**OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements.
