About the Position: This position is with the US Army Corps of Engineers, Institute for Water Resources (IWR), Alexandria, VA.
This position will be filled on a permanent basis. Position is being filled at the GS-09/11 target GS-12 grade level.
Duties described reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision.
This is not a remote position.
Duties
Serves as the Program Analyst; evaluates the Water Resources Center's programs and projects and providing recommendations to ensure they are executed efficiently.
Maintain close coordination with other project managers and technical leads, defends various programs and keeps leadership apprised of decisions on budgetary and financial matters.
Prepares spreadsheets, graphs, charts, and management statistics to clearly, and effectively express information contained in oral and written presentations of findings.
Develops annual project resource plans and assists in the prioritization of Civil Works projects to ensure project utilizes funds in an efficient manner as well as providing timely benefits to stakeholders and Congress.

Experience required for the GS-09 Grade Level: One year of specialized experience which includes: Assists in evaluating the Water Resources Center's programs and projects and providing recommendations to ensure they are executed effectively and efficiently.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Experience required for the GS-11 Grade Level: One year of specialized experience which includes: Maintains and completes project and financial databases which includes findings, data sources, and all information needed to independently validate project success.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Experience required for the GS-12 Grade level: One year of specialized experience which includes: Resolves complex issues related to funding and appropriations for the assigned projects which have a variety of management, and logistical impacts on the readiness/sustainability of the National, Regional and State level Civil Works program execution.
