Duties

WHAT IS THE LARGE BUSINESS AND INTERNATIONAL DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Large Business and International Director Treaty and Trans Pric Ops, Advanced Pricing and Mutual Agreements, TAIT Practice Network The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Expert knowledge in methods and techniques pertaining to the interpretation and application of tax treaties to analyze and provide assistance to taxpayers requesting relief from double taxation, advise field agents and other IRS and Treasury personnel on treaty issues, participate in and administer the Tax Treaty IPN, and develop training materials. Mastery knowledge of U.S. tax treaties, tax information exchange agreements, and generally-applicable competent authority agreements, including the U.S. Model Income Tax Convention and the Organization for Economic Cooperation and Development (OECD) Model Double Taxation Convention to participate in and support Treasury-led teams negotiating tax treaties and other international tax agreements and to develop U.S. Competent Authority positions, provide presentations and, as needed, independently represent the U.S. Competent Authority at OECD and other non-governmental organizations concerned with international tax issues. Comprehensive knowledge of the mission of the IRS and Large Business &International (LB&I) and of the principles, practices, and policies of the organization in order to provide guidance and leadership in carrying out program strategies and to ensure the implementation and execution of policies and plans with a long-term outlook and consistent with customer needs. Knowledge of modern management techniques, methods, principles, and labor relations concepts in order to ensure optimum utilization of personnel, equipment, and space and to accomplish program objectives through combined technical and administrative program oversight. Expert knowledge of Revenue Procedures covering requests for relief and the prevention of double taxation and other policies and procedural guidelines relating to competent authority matters necessary to prepare applicable documents that implement settlements of assigned work and to advise other IRS personnel and taxpayers.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight. Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. Experience applying basic budget management principles and practices (i.e., ability to maintain and manage financial resources). Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. Additional experience includes applying and interpreting the substantive provisions of U.S. tax treaties and the applicable U.S. revenue procedures for requesting competent authority assistance covering requests for relief from and the prevention of double taxation, excluding transfer pricing and exchange of information-related issues, as well as international guidance relating to the same, which are necessary for preparing applicable documents that implement settlements of assigned work and advising taxpayers and other IRS personnel of the same. Experience using communication techniques to interact effectively with program's internal and external stakeholders. Experience using negotiation methods and techniques sufficient to negotiate settlements using sound judgement and creativity. Experience using management techniques, methods, theories, principles, and labor relations concepts to ensure optimum utilization of personnel and available resources for the accomplishment of all program objectives. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
