This position is located in the Overton Brooks VA Medical Center, Environmental Management Services (EMS). Incumbent will direct, supervise, and manage all operational elements and requirements internal and external, for the Textile/Uniform Distribution Section and Patient Assistance Program (PAP). In addition to the Overton Brooks VA Medical Center, this position is responsible for three (3) Community Based Outpatient Clinics (CBOC) located at Longview, TX, Monroe, LA, and Texarkana, AR.
Duties
This position serves as a Supervisory Laundry Operations Specialist in the Environmental Management Services in the VA Health Care System responsible for the Textile/Uniform Distribution Section and Patient Assistance Program. Duties and responsibilities include:
Serves as the primary point of contact (POC) for all textile needs for the Facility, Community Based Outpatient Clinics and other offsite VA facilities as well as Contracting Officer Representative (COR).
Provides technical and administrative supervision over the Textile Management Operations and Patient Assistance Program.
Conducts review and analysis of all Textile Management Operations data to evaluate uniform management and textile inventory management/distribution.
Develops and maintains facility Textile Management Operations Plan.
Provides for secured location for patient belongings.
Provides for the direct management and control of textile and uniform inventories in support of facility operations.
Incumbent may occasionally load, unload, and transport rolling carts in excess of 500 lbs.
Work Schedule: 7:00 am - 3:30 pm, Monday - Friday. Subject to change based upon the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: efficiency with Microsoft Office Word, Excel, PowerPoint, and various other administrative programs; Ability to supervise a large number of personnel and manage operations simultaneously; Knowledge of safety policies and procedures; and Working knowledge of inventory management and control principles.

Education: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: A combination of successfully completed education and specialized experience described above may be used to qualify for this position. Only education in excess of the first year (18 semester hours) may be used to qualify for the GS-09 level. Note: Transcripts must be submitted with application.

Physical Requirements:The work is mostly sedentary. Some slight physical effort may be required including walking, standing, bending, and carrying. The work is performed in an office setting which requires normal safety precautions typical for offices. The work area is climate-controlled and adequately lighted.
