The primary purpose of this position is to: Serve as the subject matter expert (SME) and principal advisor in implementing and managing all phase of the wing Complaints Resolution (CR) and Fraud, Waste, and Abuse (FWA) programs to the Inspector General (IG).

Duties

DUTY 1: Plans, organizes, and executes a wide range of activities for the center/wing Complaints Resolution Program (CRP) and Fraud, Waste, and Abuse (FWA) Program, ensuring compliance with legal and regulatory requirements, and ensuring the best interest of the Air Force and Airmen needs are met. DUTY 2: Investigates IG complaints and FWA allegations and serves as the center/wing authority on conducting investigations and documenting the analysis, conclusions, and findings. DUTY 3: Develops and administers a viable education and training program for the commanders on their rights and responsibilities in regard to the Air Force Complaints Resolution and Fraud, Waste, and Abuse programs. DUTY 4: Assists with the execution of the Commander's Inspection Program.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • The employee is required to attend and complete the Inspector General Training Course (IGTC) no later than 90 days after selection, IAW applicable Air Force Instructions.
  • A master's degree or equivalent experience in public management, administration or criminal justice is desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having quality level experience which demonstrates a mastery of a wide range of concepts, principles, practices, statutes, Executive Orders, court decisions, and issues related to the Inspector General Complaints Resolution Program; investigations; Fraud, Waste and Abuse complaints; Congressional Inquiries; DoD Hotline complaints; Freedom of Information Act; and Privacy Act. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the laws, regulations, Executive Orders, court decisions, UCMJ, and issues related to the IG complaints resolution process; investigative techniques, principles, and procedures to conduct complex investigations of allegations of fraud, waste, and abuse or other complaints of wrong-doing or inappropriate behavior on the part of federal military and civilian employees. 2. Knowledge of fact-finding, planning, and methodologies in conducting interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed. 3. Knowledge of the center/wing mission, roles, functions, organizational structure, and operations of DoD, AF, or other entities that govern, interface with, and/or influence the complaints resolution process. 4. Skill in applying tact and diplomacy during difficult circumstances to advise and inform complaints or high-level offices on complicated, sensitive, and occasionally controversial issues. 5. Skill in assessing program needs to accomplish goals and objectives, evaluates program status, and recommend and/or implement solution for improvements. 6. Ability to plan, organize, and direct functions and multiple stakeholders in order to inspire, motivate, and guide others toward goal accomplishment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
