The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence
Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.
Provide guidance and assistance to the NIC's Vice Chair for Operation, Senior Business Manager, and Senior Financial Officer on full range of business management responsibilities to include Human Resources, space and logistics, executive management, acquisition analysis, and contract administration.
Ability to conduct execution oversight of manpower and programs. Advise Vice Chair for Operations and Senior Business Manager on resource issues
Ability to understand the ODNI budgetary process, including forecasting, spend plans, resource projections, and execution
Coordinate facility and logistics management requirements within the NIC.
Oversee the NIC awards program. Manage and execute internal and external NIC associated awards boards and processes.
Oversee access Management issues.
Interpret and apply regulations and policies, review issues, develop innovative solutions and options; advise staff in planning and managing action item taskings in a tracking and response system.
Ability to plan and coordinate a full-range of business management responsibilities. Work with stakeholders to ensure consistent, transparent handling of hiring and personnel management.
Develop and maintain networks and coalitions with other ODNI components to promote, monitor, and implement best-practice methodologies for business office functions.
Ability to develop organizational requirements and plans regarding resource allocations for current and future programs. Monitor and recommend efficiencies in execution plans of business operations.
Support in the management and coordination of strategic and tactical projects, execute action taskings associated with assigned projects, and provide project status and reporting.
Qualifications
Mandatory Requirements:
Ability to manage competing priorities while maintaining a high level of attention to detail; ability to work effectively with leaders in a highly active, fast-paced, and demanding organization
Knowledge of resources and related management processes, especially logistics, and human resources.
Knowledge and understanding of resource management concepts, principles, and practices to facilitate and integrate financial support services
Knowledge of budgetary processes, federal and ODNI fiscal cycle, funding practices, and contracting issues
Strong commitment to customer service and facilitating results for mission.
Ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, to include NIC Senior Leadership.
Thorough knowledge of the ODNI, IC agencies' mission, organization, collection, and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.
Desired Requirements:
Bachelor's degree or equivalent experience as determined by mission specialty area.
Serve as a Contracting Officer Technical Representative (COTR) responsible for a full range of contracting activities to include standards of conduct, acquisition planning, contract start up, contract performance, and contract changes.
COTR Level I Certification or ability to quickly gain certification
Thorough understanding of ODNI finical systems and processes
