The Supervisory Health Coach works collaboratively and strategically with the Whole Health System Clinical Director, Whole Health Program Manager, facility leadership, and Service Chiefs throughout the VA Health Care System and VISN with specific emphasis on advancing the role of Whole Health Coaching throughout the organization.

Duties

Major duties include, but not limited to: Provides leadership, in conjunction with Whole Health System Director, to WHS, clinical and non-clinical staff. Provides direction and oversees implementation of OPCC & CT and VISN initiatives related to the WHS. Establishes guidelines and performance expectations for staff. Directs personnel management program for the WHS by making decisions on personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse actions pertaining to employee performance or conduct. Promotes positive labor-management relations. Responds to EEO complaints and unfair labor practice charges. Delegates responsibility and authority to staff hired for WHS and holds them responsible for the performance of their areas. Evaluates professional competency development of all WHS staff and ensures that staff is functioning within their scope of practice. Directly supervises program staff, interviewing candidates, and recommending appointment or reassignment of positions. Provides high level professional and management support of specialized activities directly supporting the Whole Health System (WHS) monitors and establishes procedures to contribute to the improvement of Whole Health outcomes for Veterans. Develops and implements procedures in order to ensure the structural and process requirements, stipulated by VACO, for the WHS program are satisfied. Establishes organizational structure and guidelines and is responsible for program planning and staff development across a variety of clinical and non-clinical settings for implementation of all WHS activities for multi-disciplinary whole health teams in the facility. Establishes program monitors and outcomes as well as other local data source measurements required for the clinical performance and other outcome assessment or best practice guidelines, using a data driven quality assurance process in order to meet multi-facility strategic plan and WHS goals. Provides leadership, guidance, and technical assistance to ensure all activities of Whole Health at the VHA facility are closely coordinated in order to ensure effective integration of the WHS activities. Conducts personnel needs assessment related to training needs of multi-disciplinary professional and non-professional staff for implementation of WHS activities. Oversees development of WHS messages and develops training support materials for staff educational needs. Ensures newly hired staff are trained and orientated on the WHS program, and key activities. Reviews associated integrative health initiatives and serves as content expert as programs relate to the whole health program. Work Schedule: Monday - Friday; 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must meet the following requirements below to qualify for this position: Basic Requirement: You must meet ONE of the three following Basic Requirements for this position. When applying for positions with a Basic Education Requirement, you MUST provide transcript(s) at the time of application that state a degree was conferred in the appropriate field. Unofficial transcripts are acceptable. 1. You must have a bachelor's or higher degree that included or is a major field of study in behavioral or social science or related disciplines appropriate to this position. - OR - 2. You must have a combination of education and experience that included courses equivalent to a major in behavioral or social science plus appropriate experience that provided knowledge comparable through the successful completion of a 4-year course of study described above. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities necessary to perform work in this occupation. - OR - 3. You must have at least four (4) years of appropriate experience in a position that demonstrates you have the acquired knowledge of one or more of the behavioral or social sciences major in the field. IN ADDITION to meeting Basic Requirements above, you must also meet the following minimum specialized experience or education requirement for GS-11: Experience: You must have at least one (1) full year of specialized experience equivalent to the next lower grade level in Federal Service (GS-9) to perform the duties of a Supervisory Social Science Program Coordinator, GS-11. Examples of specialized experience would typically include, but are not limited to work that involves knowledge of healthcare delivery systems, planning, organizational change, and outcomes measurement; knowledge of cutting-edge, healthcare trends and technologies, major VHA initiatives, program goals and objectives of the Whole Health transformation; experience working in the Veterans Health Administration at the facility level and background or knowledge of in Integrative Medicine; knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of this program. - OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationLeadershipPlanning and Evaluating National Board for Health & Wellness Coaching certification (NBC-HWC) preferred Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
