The Supervisory Biomedical Engineer is responsible for oversight and coordination of the facility Biomedical Engineering programs. Supports and advances patient care by applying engineering and managerial skills to healthcare technology.

Duties

Functions: Complete responsibility for conducting an equipment management program that meets current Joint Commission (JC) and National Fire Protection Association (NFPA) requirements. The breadth of technology is typical of a tertiary care and/or university-affiliated institution. Assuring the provision of a continuing education program for clinical staff addressing the principles and application of medical instrumentation used in the delivery of healthcare. This requires skill to effectively communicate, both orally and in writing, with a wide variety of individuals, including technical and professional clinical staff, to communicate technical information including the safe and effective use of medical equipment and technology. This includes, but is not limited to, providing classes, technical expertise for meetings with internal and external organizations, and writing local policies and procedures for the facility. Managing a recall and safety alert program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, Safe Medical Devices Act (SMDA), and JC requirements. Advising clinical, administrative, and leadership staff on medical engineering technology including existing and emerging technology addressing viability, long-term suitability, compatibility, and/or safety while keeping abreast of changes in technology and utilizing information gained in the solution of biomedical engineering problems. Conducting capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment. Serving as the institutional expert in the field of biomedical engineering who directly supports the most complex and specialized clinical technology including service, system administration, training, and quality assurance. Supervising technical staff to include engineers, biomedical engineering technicians, and other technical staff as well as developing interpersonal relationships with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. Supervisory: Responsible for all activities in the Biomedical Engineering Section and Electronics Systems and Equipment Section of Engineering Service. Responsible for managing Human Resource aspects of service operations, including hiring process, disciplinary action, Labor/Management relations, and ensuring the Biomedical Engineers are reviewed by professional standards board. Responsible for resource management and distribution, assessing staffing levels and needs, space planning, and assessing equipment and technology needs along with corresponding requests for needed resources. Responsible for financial management of budget resources allocated to support quality assurance and maintenance activities necessary to assure the facility medical equipment inventory is safe and available for patient care activities. This includes tracking and processing all contracts that fall under the Biomedical purview. Responsibility for development of performance standards and performance evaluations; recommendations for appointment, awards, advancements, and when appropriate, disciplinary actions; and identification of continuing training needs; etc. Responsible for the management and supervision of the biomedical and electronics maintenance staff, which includes a diverse group of paraprofessionals and trade and craft specialists including, but not limited to, biomedical equipment support specialists, electronics technicians, and various work study students and compensated work therapy (CWT} employees. Staffing consists of thirty-four (34) FTE's including fourteen (14) GS-12 positions (3 Biomedical Engineers, 3 Biomedical Info Systems, and 6 Biomedical Imaging), sixteen (16) GS-11 Biomedical Equipment Support Specialists (BESS), and four (4) GS-11 Electronic Technicians. Assignments typically entail development of several subsidiary projects or phases, which, once resolved separately, must be integrated into the whole. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English in accordance with VA Handbook 5005, chapter 2, section D, paragraph 5a Education and/or Experience: Bachelor's Degree or Higher in Engineering-TRANSCRIPTS SUPPLIED. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. (Submitted) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13- Experience. Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following KSAs: Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level. Ability to develop local or VISN policies and/or draft directives related to healthcare technology management. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions. Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
