The Suicide Prevention Program Coordinator (SPPC) oversees suicide prevention activities for the Amarillo VA HealthCare System. Activities include: Veteran Crisis Line consultations; Case Management & Care Coordination; Veterans flagged as high risk for suicide; REACH VET Program; Community Engagement & Partnership Coordination (CEPC); collaboration with Local Vet Centers; Suicide Behavior and Overdose Reports (SBOR); and Suicide Prevention in the Emergency Department (SPED).

Duties

The Suicide Prevention Program Coordinator (SPPC) provides administrative, technical, and clinical supervision necessary for accomplishing the work of their program. This includes planning, organizing, implementing, directing, and evaluating a comprehensive range of Behavioral Health Services at the AVAHCS. Develops effective and strong relationships with community resources to ensure continuity of care and to promote successful transitions of services. Incumbent has advanced skills in community partnership building and can expertly represent AVAHCS and Suicide Prevention. They also must possess the ability to identify and address major issues in their program and ensure compliance of local, VISN, and national program requirements including policy, procedure, mandates, and legislation at the local, VISN, and national levels. Applies and monitors systems and practice analysis techniques to monitor, evaluate and improve organizational efficiency and accessibility and is actively involved with ensuring compliance with TJC/CARF standards (e.g., design tracer tool to evaluate medical records for quality, safety, and value). Possesses management authority to oversee, evaluate and delegate responsibilities according to strategic priorities for the Behavioral Health Leadership Team (BHLT) and has a knowledge of internal and external interrelationships and interdependencies among various Behavioral Health Programs as well as those in an external environment to the BHSL. In-depth knowledge of their program and demonstrated knowledge and ability to write policies and procedures for the program. Possesses knowledge and skill in management and administration including supervision, consultation, negotiation, and monitoring. Independently plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completing work. Organizes, sets priorities, meets multiple deadlines, and evaluates their program. Completed work is reviewed for effectiveness in meeting VACO and overall administrative management objectives of data reliability for accurate quality. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to higher level supervisor or manager. Effects minor disciplinary measures and recommends other action in more serious cases. Identifies development and training needs of employees, providing or arranging for needed development and training. Possesses a knowledge of the administrative principles and advanced clinical practice theoretical concepts of the practice of clinic social work at the advance practice level. Stays up to date on new issues, trends, and treatment techniques pertinent to their area of social work practice. Working knowledge of administrative mechanisms appropriate to assignment work and must be able to identify aspects of successful program operations that can be used for improving similar programs. Requires the ability to utilize a variety of techniques for data collection/analyses, workload capture, practice review, evaluation, and fact-finding. Participate in conference calls to coordinate medical center or network and implementation of VHA policies and procedures related to the program assigned; Monitor competency of staff assigned and competency folders/requirements; Review professional licensure of staff assigned; Monitors time and leave and leave approvals of staff to assure coverage; and continuity within section or program, Monitors staff level of productivity and quality consistent with facility and Social Work standards and the complexity of the assignment; Holds section meetings monthly or as required; Complete minutes and program dashboards as needed or requested; and Performs other related coordination or program duties as assigned. Performs additional and special assignments that are related to program goals, and the needs of the Suicide Prevention program and clients. Duties are subject to change depending upon the need of the service. Exercises fiscal responsibility and oversight in the preparation and execution of the programming budget, managing expenditures, and recommending reallocation of funds based on program needs. They apply various guidelines to govern fiscal management, purchasing equipment and application of workflow require the position to use judgment and discretion for the program. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Independent Practice Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Advanced Practice Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series at the GS-12 level or higher in VHA must be licensed or certified by a state to independently practice social work at the advanced practice level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: At least 4 years of experience in a VA mental health clinical setting, assessing and treating conditions such as SUD, PTSD, depression and anxiety Experience working within an SP team and demonstrated knowledge and understanding of SP programs and operations Experience in compiling, tracking and evaluating program data and managing MH SAIL quality improvement activities Experience working with Veterans who need suicide risk assessments and timely intervention for suicidal risk Supervisory experience in a mental health program Grade Determinations: GS-13: Experience: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. NOTE: to be equivalent to the GS-12 level, experience must be earned while having an advanced practice license in a U.S. State or Territory. Knowledge Skills & Abilities: In addition to the experience above, the candidate must demonstrate all of the following Knowledge, Skills and Abilities (KSAs): (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
