This position is that of a General Foreman over the Operations and Support of the Environmental Management Service of the San Francisco VA Healthcare System (SFVAHS). Responsible for the daily supervision of approximately 21 FTEE in the various positions listed below. Supervision includes assigning projects, explaining work requirements, methods and procedures required, and methodology to promote efficient and economical operations.

Duties

Planning Incumbent coordinates plans and directs daily operational activities of assigned programs within the established departmental policies and procedures. Incumbent is responsible and accountable to higher management for overall accomplishment of daily operations and quality of work accomplished. Incumbent's performance is evaluated by the Assistant Chief, for overall effectiveness and consistency. Incumbent is aware of proposed and actual changes occurring in the San Francisco VA Healthcare System, and is capable of analyzing the impact of changes in working conditions and added responsibilities, and make necessary adjustments to accommodate these changes. Incumbent participates in short and long range planning including but not limited to the following: Conducts material utilization and cost control studies thereby correcting and/or recommending corrective action to higher management officials.- Reviews, analyzes, and provides information to higher management on such matters as budget estimates, changes in production techniques, job standards, work assignments, task lists, equipment needs, etc.- Determines resource requirements, material, and the number of subordinates and the types of skills necessary to accomplish long-range work schedules.- Analyze work plans developed by subordinate supervisors and monitor the status of their work in relation to the overall work schedule implementation and requirements, including unanticipated or emergency requirements.- Obtain prior approval of changes that would modify or deviate overall work schedules or affect work operations controlled by supervisors not under their control; and provides workload data to assist in developing or reviewing proposed long-range schedules and work requirements, and may participate with superiors in planning conferences and meetings - Monitors Linen Distribution section to ensure that par levels are in place to provide adequate linen and uniforms to patient and staff. Incumbent plans and establishes overall leave schedules. Incumbent initiates recommendations for promotion or reassignment of subordinates. Incumbent interviews and selects candidates for vacancies, recommends candidates for promotions and awards, reviews and drafts disciplinary actions as appropriate. Work schedules, performance standards, and position descriptions are developed, updated and/or reviewed as necessary. Semi-annual and annual performance appraisals are completed and/or reviewed as appropriate. Incumbent maintains files including; quality assurance records, unit and training minutes and nursing reports etc. Incumbent submits required reports to upper management which are coherent, accurate and timely. Incumbent may be asked to serve as management representative at various meetings, i.e. infection control, safety committee, nursing service, etc. Incumbent assures that subordinate supervisors effectively carry out policies to achieve management objectives in such areas as Labor Management Relations by subordinate supervisors and serves as a management representative at hearings, meetings and negotiations involving Labor Management Relation. Incumbent to determine training needs of subordinates and ensure it is accomplished. Incumbent will establish and maintain a safe working environment for employees, in addition; will investigate all complaints or incidents that arise within his/her assigned areas. Incumbent will review work of subordinate supervisors and make appropriate changes in priorities. Incumbent is responsible to ensure that all subordinate supervisors are meeting and fulfilling their performance standards in a timely manner or assigned time frame. Incumbent selects appropriate subject materials, conducts classes and trains first line supervisors. In addition to daily contact, regularly scheduled meetings will be held with Supervisors, and work leaders to disseminate information concerning new policies, procedures, projects, and changes in utility of new products and equipment. Qualifications

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: The Incumbent must be physically able to do continuous walking, standing, stooping, kneeling, pulling, and pushing: Occasionally uses heavy powered cleaning equipment (e.g., wall washers, industrial type buffers) weighing over 50 pounds. Occasionally exerts moderately heavy physical effort such as would be required in lifting and moving objects weighing up to 50 pounds (e.g., moving, setting up and working from ladders. The duties require considerable dexterity, hand, foot, and eye coordination, and concentration. Visual acuity must be sufficient for the incumbent to see dirt, dust and debris. Working Conditions: Work is normally performed indoors with adequate heat, light, and ventilation. Some work is performed outdoors where incumbent is exposed to varying degrees of heat and cold as well as inclement weather. Some exposure to possible contagious diseases, blood and bloody secretion are inherent to this position. Care is required to avoid serious injuries (i.e. broken bones) when working on ladders, or when using 30-100 pound power equipment or handling hazardous materials.
