The position serves as a Lead MSA in a VHA Patient Aligned Care Team (PACT) or Specialty Care Support Team, with overall responsibility to the Supervisory MSA. The Lead MSA works at the Lubbock VA Outpatient Clinic at the U.S. Department of Veterans Affairs (VA) Medical Center, Amarillo VAHCS.
Duties
The mission of the CBOC Health Administration Service is to provide administrative and clerical assistance, guidance and support to the medical staff and to manage the day-to-day activity in the outpatient treatment clinics ensuring that established policies and procedures are followed as they relate to outpatient care.
The Lead MSA will also serve as an Lead MSA in a VHA Patient Aligned Care Team (PACT) or Specialty Care Support Team as needed for appropriate coverage. Important interfaces and collaborations also occur with larger health care system providers including VA and non-VA specialists, hospitals, diagnostic and treating facilities, and community-based programs.
The Lead MSA will act in the capacity of liaison/expeditor between patients and clinical staff as well as specialty staff and ancillary services. In PACT and Specialty Care Support, patient care can be delivered in a team-based model known as the teamlet. Members of the teamlet include the MSA, a Registered Nurse Care Manager, a Licensed Practical Nurse/Licensed Vocational Nurse and a Primary Care Provider or Specialty Care Provider. The teamlet provides the majority of the healthcare needs for an assigned panel of patients and works collaboratively with other members of an expanded health care primary care team including pharmacists, social workers, dieticians, behavioral health staff, etc., to provide a robust interdisciplinary approach to care.
The Lead MSA is responsible for:
the coordination of the Advanced MSA assignments and workflow found in an interdisciplinary unit.
daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings.
assisting the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources.
ensuring accurate and timely scheduling of appointments.
providing guidance to staff members, to include changes in policies and procedures.
creating and maintaining employee work schedules
acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Must be proficient in written and spoken English.
Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR
Education. One year above high school; OR
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-7, Lead Medical Support Assistant: must have one year of experience equivalent to the [GS-6] grade level. Examples of equivalent experience would be experience as an Advanced MSA or Lead MSA.
Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below.

Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.]

Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff].
Ability to provide staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
Preferred Experience:
One year of experience working in a clinical environment coordinating clinic schedules for providers E.G. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists.
One year of experience scheduling patients in a medical environment using up medical appointment software in an interdisciplinary coordinated care delivery model.
One year of experience with medical technology in an interdisciplinary coordinated care delivery model.
One year of experience managing patient communications in an interdisciplinary coordinated care delivery model E.G. telephone and or e-mail.
One year experience with documenting appropriate information into an electronic medical record.

The full performance level of this vacancy is GS-7. The actual grade at which an applicant may be selected for this vacancy is GS-7.
Physical Requirements:
The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
